NOTICE TO BIDDERS

New Mini (Compact) Excavator
Town of Farmerville, Louisiana
The Town of Farmerville, Louisiana will accept electronic bids for the purchase of one (1) or more, new Mini (Compact) Excavators. The desired excavator to have rubber tracks; dipper-style arm; easily detachable bucket; Cab; conventional swing w/counterweights; and other specifications. Pricing will be collected via a Reverse Auction on Tuesday, November 12, 2019 commencing at 10:30 a.m. Upon the close of bids, the results will be reviewed by the Town of Farmerville. Vendors must register at https://lamats.eauctionservices.com to access all specifications and requirements, to submit proposals and to bid.

BIDDER INFORMATION
  • The Town of Farmerville, Louisiana will accept electronic bids only for one (1) or more New Mini (Compact) Excavators as specified in the bid documents. Proposed Makes/Models offered for bid will be accepted in a sealed electronic submission process prior to the acceptance of bids via a Reverse Auction on Tuesday, November 12, 2019, commencing at 10:30 A.M. and ending 11:30 A.M. or until bidding ceases.
  • Responses and Bids will be accepted electronically through LaMATS e-Auction Services (EASiBUY). In order to submit bids electronically, Vendors are required to register at https://lamats.eauctionservices.com.
DOCUMENT RESPONSES:
  • Proposal response documents required on the Proposal Form are to be uploaded to the EASiBUY platform on or before Friday, November 8, 2019 no later than 3:00 PM CDT. Any Vendor who fails to upload the required documents on or before the due date and time may be disqualified from bidding.
    • Registration and submission of proposals and bids electronically is at no cost. Only the awarded bidder is required to pay an electronic processing/administrative fee upon award. An awarded vendor who sells product under the contract to the Town of Farmerville or to a joint purchaser (if applicable) shall be responsible for paying a 3% electronic processing/administrative fee on all net contract receipts ($30 per $1000 of product sold).
  • ADDENDA AND INTERPRETATIONS:
    No interpretation of the meaning of the specifications or contract documents will be made orally to any Bidder. Every request for such interpretation should be in writing and emailed to Gay Nell Pepper at gpepper@farmerville.org. To be given consideration, such requests must be received sufficiently prior to the date fixed for the opening of Bids to permit distribution of response to all Bidders. Bidders shall not contact Town of Farmerville personnel directly in regard to the solicitation%

JOINT USE CONTRACT
  • The contract may be offered as a joint-use (or “piggy-back”) contract under Louisiana Revised Statutes Title 33, Local Services Law. If the selected vendor agrees, the Town of Farmerville may allow additional excavators to be purchased at the same price bid. Purchase of additional quantities are not guaranteed. Additional joint purchases by other municipalities is voluntary and dependent on the quality and price of the vehicles bid. Joint use of the expected contract, if any, will be administered through LaMATS Purchasing Services (“LPS”), 700 North Tenth Street, Baton Rouge, LA 70802 on behalf of the Town of Farmerville. Prior to bidding, any municipality or political subdivision which operates under Revised Statutes Title 33, Local Services Law may join the solicitation as a direct participant/buyer. If such is the case, the potential bidders will be given notice and afforded the opportunity to fill the need of the joining participant/buyer as well.
