LEGAL NOTICE
The City of Bogalusa, LA seeks to contract with a services provider to provide storm and disaster "immediate aftermath" services as may be necessary to preserve and to protect the health and safety of the citizens of the city. The services provider ("Contractor") will agree to remove the scheduled hazards as quickly as possible resulting from weather and natural disaster events when called upon to do so by the city. Services under these situations are expected to be completed within 30 days following an event.
The Contractor will agree to remove all hazards to life and property as quickly as possible resulting from a weather related or natural disaster event. Cleanup and removal will be limited to (1) that which is determined by the City to eliminate immediate threats of significant damage to life, public health and safety; (2) that which has been determined to eliminate immediate threats of significant damage to improved public or private property; and (3) that which is considered essential to ensure economic recovery of the effected community to the benefit of the community-at-large.
The contractor shall provide at its cost all labor, tools, equipment, transportation, fuel, supervision, and all other services and facilities of any nature whatsoever necessary to execute, complete and deliver the services within the time specified as agreed upon by both parties.
The contractor will work under the general direction of the city and must be capable of creating records and documentation of work performed. The Contractor will work with the city to plan and document all work that may be subject to reimbursement by the State or Federal Government, including FEMA.
Additionally, when called upon to do so, the Contractor will also assist the City with maintenance of properties and rights-of-ways in anticipation of imminent and seasonably predicted storms and naturally occurring events.
The contract will be for one (1) year with the opportunity to renew for two (2) additional years upon the mutual consent of the parties.
The responsible Contractor will be licensed to provide the applicable services required in the State of Louisiana through the state contractors licensing board and must be able to show the ability to maintain workers compensation and liability insurance for its operations. Expected operations include, but are not limited to:
- Tree (and Limbs - Tree Stumps) removal.
- Brush chipping and removal.
- Manpower & Equipment for Hanger Removal from Public Right-of-Way
- Excavator (wheels) with Grapple/Operator
- 30 yard roll off truck with driver
- 30 yard rear loader with driver
- 2 men on rear loader truck
- 5 yard front loader with operator
- Tractor with front load bucket with operator
- Excavator on tracks with Grapple/Operator
- Climbing Saw man (as needed)
- Tractor trailer with Low-Boy and driver
- Foreman
- Flagman
- Boom loader with operator
- Tandem truck with driver
- Trailer truck with driver
- Saw man with saw
- Mini Front End Loader with Grapple/Operator
- Radios
Bids / Proposals will be accepted until 2:00 pm on July 9, 2026, online at https://lamats.easibuy.com. All necessary bid documents may be downloaded at https://lamats.easibuy.com after registering.
Bidders must complete and submit the Contractor Information Form and the Price Form found under the Attachments Section.
Bid security is required. Bidders must obtain a cashier's check in the amount of $500 payable to the City of Bogalusa for no less than 60 days. Bidders will submit a clear copy of the original cashier's check in the amount of $500 with its electronic bid. If notified that it will be offered a contract, the original cashier's check will be forwarded to the city to hold until a contract is completed and signed, at which time the check will be returned. The $500 bid security will be forfeited if the intended Contractor fails to enter into a contract in good faith within 30 days of Notification of Intent to Award (a contract for services). The city may elect to proceed to institute contract negotiations with the 2nd ranked bidder.
Any bidder who is not offered a contract with 30 days of bid opening may negotiate or void their cashier's check at their option.
An administrative fee of $600 will be paid by the Contractor upon the signing of the contract for services. The administrative fee will be paid directly to LaMATS, Administrator of the LACPC, 6767 Perkins Rd., Baton Rouge, LA 70808. LaMATS will assist the city in maintaining and updating the contract, during the term(s) of the agreement.
