The LACPC Joint Municipal Commission will receive electronically submitted sealed bids through https://lamats.easibuy.com until 2:00 p.m. on June 24, 2026, for the following:
CAUSTIC SODA SUPPLY CONTRACT - CITY OF NATCHITOCHES, LA — for 50% and 25% liquid membrane-grade caustic soda solutions.
The contract term will be six (6) months, from July 1, 2026, until December 31, 2026. This bid is intended to meet the City of Natchitoches’s water treatment caustic soda needs and may also be used by similarly situated cities that are members of the LACPC Cooperative Purchasing Joint Commission. The LACPC will hold the contract, but the selected supplier will contract directly with the City of Natchitoches for payment and delivery purposes. 
LACPC will accept electronic bids only through the LaMATS e-Auction & Bid Services (EASiBUY) platform at https://lamats.easibuy.com. Bidders must register on the site to view the full specifications and submit bids electronically. Bids will be unsealed and results posted online beginning at 2:00 p.m. on the same website. The City of Natchitoches reserves the right to reject any or all bids and to waive informalities or irregularities in any bid received.

REQUIREMENTS

  • Supply the required product for use in potable water treatment in the City of Natchitoches.
  • Timing of Orders: On an as needed basis.
  • Supplier to provide all paperwork and certifications on the chemical product sold for city review.
  • Performance security is required. See the Disclosure Statement and Acknowledgement form. The responsible Supplier must be in a position to anticipate all regular, normal and seasonal fuel and delivery price producer cost fluctuations, and work calculate such contingencies and risk into its price bid. Only Force Majeure and Acts of War are exceptions to this requirement. However, strict proof of impact on producer costs across the industry regionally will be accepted as cause to adjust price.  

REPORTING REQUIREMENTS

The Supplier is required to report all sales under the Supply Contract when requested during the term of the contract.  Reports are submitted to LaMATS, 6767 Perkins Rd., Baton Rouge, LA 70808, or lacpc@lamats.net. 

COOPERATIVE USE CONTRACT

The resulting contract may be considered a cooperative use (joint use) contract available for use by additional local government parties through the LACPC Joint Municipal Commission, https://lacpcjointcommission.org under the same terms and conditions with the consent of the supplier.

SUPPLY CONTRACT TERM 

The term of the resulting contract will commence on or about July 1, 2026, through December 31, 2026. Upon the mutual consent of the parties, and upon the same terms and conditions, the resulting contract may be extended for one (1) additional 6-month period, until July 1, 2026.  

SUPPLY CONTRACT CONDITIONS

The conditions and requirements stated in this Solicitation, the Caustic Soda Quote Form (Natchitoches) and the Disclosure Statement and Acknowledgement form, shall become binding when a contract accepting same is signed.
