LACPC EPSILON REFUSE GRAPPLE TRUCK BID (Optional Reverse Auction)

LEGAL NOTICE
The LACPC Joint Municipal Purchasing Commission in cooperation with its members and affiliates seeks to place up to three (Extreme Duty) Epsilon Refuse Grapple Trucks under contract for purchase through December 31, 2026.  Responses to this RFP are due by 2:00 pm on June 5 10, 2026. If more than one vendor can meet the specifications, then final pricing will be through a reverse auction process under La. R.S. 38:2271, online only at https://lamats.easibuy.com.
The preferred make and model is the MACK GR64F chassis (Allison Transmissions preferred) with a PALFINGER M100L97 Grapple Arm and Claw for Bulk Waste items.  The preferred dump body is the Beau-Roc MDHD 450670 with high sides and "drop-down" section to front mount the Grapple Arm. 
The delivery timeframe requirement after order will be very short - 30 days.
The LACPC will consider trucks / units with similar specifications and the ability to deliver within a short timeframe.
A responsive proposer will be able to show that it is registered to do business in the State of Louisiana and has physical facilities within the state to coordinate services on the units it sells and will be licensed through the Louisiana Motor Vehicle Commission to sell semi-conversions in Louisiana.  

INSTRUCTIONS

Each proposer will address each general & specific requirement listed / detailed below on the Proposal Form.

GENERAL DESCRIPTION & SPECIFIC REQUIREMENTS (with evaluation points indicated)

The unit shall be a self-propelled, track-mounted stump grinder designed for heavy duty commercial and municipal use. The machine must be capable of grinding large tree stumps efficiently in confined areas while minimizing ground disturbance. All of the following mandatory or desired specifications / requirements must be included in the final, delivered cost to Walker, LA.

Heavy-duty, multi-purpose, "All-Hardox" dump body by Beau Roc for logging, tree service, storm clean-up, riprap, construction, refuse, scrap-metal hauling, and grapple crane. MPHD-450670 

OPTIONAL REVERSE AUCTION

The LACPC reserves the right to conduct a reverse price auction where more than one offering is qualified and the difference in price is 5% or less.  If required, the online reverse auction will be scheduled within 1week following the submission of responses to this solicitation. The reverse auction policy applicable is provided under the Attachments sections - Reverse Auction Policy. Questions related to the reverse auction process should be submitted to the attention of the Electronic Bid Administrator - lacpc@lamats.net. Reverse Auction bidding is conducted pursuant to La. R.S. 38:2271.

ADMINISTRATIVE FEE

All sales pursuant to this solicitation are subject to a 1.2% administrative fee in the form of a rebate payable to the LACPC by the seller.  See Proposal Form (with Administrative Fee Disclosure)
