The City of Minden, LA seeks qualifications from Louisiana Licensed Contractors (prime contractors) who are experienced in multi-phased and faceted ELECTRICAL UTILITIES SOLAR ARRAY PROJECT to serve as its Construction Manager at Risk (CMAR Contractor). The CMAR Contractor selected will contribute to predesign services, and then perform construction services as prime contractor, for the project.

A pre-submission of qualifications meeting will not be held. The project Design Team will not answer specific questions related to the CMAR project specifications or other specific aspects of the project design with potential prime contractor respondents prior to the submission of qualifications from contractors and the ranking of same. Quotes, bids or offers from parties interested only in providing subcontractor or specialty services through a prime contractor are not being sought at this time or through this RFQ. Neither the city nor the electronic administrator will provide lists or information related to potential prime contractor respondents.

Questions, clarifications, and answers: All questions or requests for clarification pertaining to the RFQ shall be submitted via email to the electronic bid administrator at lacpc@lamats.net. Thereafter, an addendum addressing legitimate questions with answers will be distributed and posted accordingly before the proposal submission deadline per the terms and conditions of the solicitation. The project Design Team will not answer specific questions related to the CMAR project specifications or other specific aspects of the project design with potential prime contractor respondents prior to the submission of qualifications from contractors and the ranking of same.

SUBMISSION DEADLINE FOR QUALIFICATIONS: Qualifications will be submitted electronically only at https://lamats.eauctionservices.com by following the electronic filing instructions found there. Qualifications submitted by email, facsimile, by regular mail or hand delivered will NOT be accepted.

Proposals are due by 2:00 pm CST on May 25, 2026.

You will submit your qualifications by following the instructions provided in the Document titled: "MINDEN, LA ELECTRICAL UTILITIES SOLAR ARRAY PROJECT". In preparing your Qualification Statement you will have reviewed the Document titled "Enclosure 1- Scope of Services."
