Revised: Deadline Extension, Additional Machines Added & Scope and Purchase Intention Change
NOTICE TO BIDDERS:
The City of Opelousas, Louisiana in conjunction with the LACPC Joint Municipal Commission is "revising the scope of the solicitation and extending the deadline" to prioritize the procurement of the following equipment:
- One (1) 14-Ton Excavator (Part of the initial solicitation)
- Two (2) Mini Excavators (New Added)
- One (1) 14-Ton Excavator (Part of the initial solicitation)
- Two (2) Mini Excavators (New Added)
The solicitation package has been updated to include specifications for the Mini Excavators.
At this time, the city does not intend to proceed with an immediate purchase of a 15-Ton Excavator under this solicitation. However, they still may make an award for the 15 MT machine, where LACPC Joint Municipal Commission can review with other participating members for immediate purchase, in accordance with the terms of the resulting contract.

Any reference to a Kobelco SK130LC‑11, Kobelco SK140LC‑11 or Kobelco SK45SRX‑7were used as a Base reference ONLY to establish a minimum level of quality, performance, capacity, and functional characteristics required for Each machine - Any new excavator of equivalent or superior design, performance, and condition from a recognized manufacturer will be considered, provided the proposed equipment meets or exceeds all stated technical, operational, safety, and emissions requirements contained herein.
This Proposal is being conducted as a two-phase process:
Phase 1: Vendors will answer the technical specifications compliance forms & submit technical specifications for the makes and models being proposed with all other required documents and forms including initial pricing. The city will review and shortlist compliant approved responses to participate in a Reverse Auction at a later date.
Phase 2: On-line Dynamic Pricing Event (Reverse Auction) TBD - bidders will see a ranking based upon their initial pricing and will have the opportunity to adjust your price downward in order to achieve a better ranking. The pricing event is being conducted according to La. R.S. 38:2271 and requires that the policy applicable to the pricing event be posted. Additional Sale of Excavators - "Piggyback" Sales
The City of Opelousas is a member of the LACPC and the LACPC serves as the administrator of joint use and piggyback sales to other Louisiana political subdivisions. The selected seller may agree to sell additional units over and above the units purchased by the City of Opelousas if the seller is able to maintain and extend its final price bid to additional buyers. All additional sales, if any, are through agreement with the LACPC only. For information related to the LACPC, go to https://lacpcjointcommission.org.
Applicable Administrative Fees to Sales
The sale of the three (3) Excavators (One 14 Metric Ton & 2 Mini / Compact) to the City of Opelousas, if completed, is subject to a 3% rebate based on the net sale prices and is payable directly to EASiBUY (the reverse auction administrator) Additional sales, if any, through the LACPC "Piggyback" Sales is subject to a 2% rebate payable directly to LAMATS, Administrator of the LACPC, 6767 Perkins Rd., Baton Rouge, LA 70808. Bidders will review, sign, notarize and return the Administrative Fee Disclosure Statement - Cooperative Sales Opportunity under the Attachments section.
