LEGAL NOTICE – REQUEST FOR QUALIFICATIONS

The City of Minden Electric Utility is soliciting qualifications from experienced, Louisiana-licensed, engineering firms to provide civil engineering and medium-voltage (MV) electrical design services for the development and interconnection of an approximately 2.75 MW AC solar photovoltaic (PV) system located on City-owned property and will interconnect to Minden’s existing distribution system. The selected firm(s) will support site development and interconnection design. The intended project is expected to be completed through Louisiana’s defined CMAR process for political subdivisions. 

Interested design professionals who meet the minimum desired qualifications will submit a detailed curriculum vitae confirming how they meet those qualifications. References to prior facilities projects completed by the respondent or the respondent’s firm, including the projects’ scopes and costs, and whether a CMAR process was successfully utilized, will be submitted as exhibits to the CV. 

All information related to this RFQ, including the envisioned project scope and available funding can be found and downloaded at https://lamats.easibuy.com . Interested engineers must register on the site by providing their contact information and following all online instructions. Responses will be submitted online only no later than 2:00 pm, April 27, 2025, at https://lamats.easibuy.com.  

Thereafter, the city alone will qualify an engineer after in-person interviews and/or discussions related to timelines, prior commitments, conflicts of interest and compensation. Those interviewed should be prepared to present a standard CMAR engineering design and services contract for review. The city, if it decides to go forward with a CMAR process, will hire the engineer it determines is best qualified and who will best meet the city’s vision of quality design, state-of-the-art systems and budgetary priorities for its Electric Utility upgrade project.

Changes, addendums and addition of documents to this RFQ are highly likely.  Please check this portal regularly for changes in addition to monitoring your registered emeail address.  Changes will be listed below in the following format:
