LEGAL NOTICE - BULK FUEL
The City of Bogalusa is seeking proposals to provide fuel sales and delivery services to the city's George R. Carr Memorial Airfield (Airport), for up to three (3) years. The LACPC Municipal Joint Commission Louisiana Local Airports Procurement Group is assisting the city's airport with this solicitation for a continuing supply of AVGAS 100 and Jet A fuels. 
Proposals are due by 2:00 pm on May 8, 2026. Proposals will be accepted electronically only on the LACPC electronic bid portal at https://lamats.easibuy.com – under "George R. Carr Memorial Airfield (Bogalusa) - LACPC - Louisiana Municipal Airports Procurement Group.
All bidder requirements, specifications and bid forms are accessible by registering at https://lamats.easibuy.com only and downloading them after registration. Neither the airport nor the city will mail, handout or email the bid documents to potential bidders. 
Questons related to the airport's facilities may be emailed to Alan Wade, Airport Manager, at al.wade11@yahoo.com. Questions related to registering or submitting bids must be emailed to Electronic Bid Administrator at lacpc@lamats.net and should refer to the specific solicitation for fuel services.
BID OPENING
The bid opening is electronic. However, the City of Bogalusa will read for those in attendance the opened bids at City Hall, City Council's Office, 202 Arkansas Ave, Bogalusa, LA 70427 at (or about) 2:00 pm on May 8, 2026. 
AIRCRAFT FUEL DELIVERY SERVICES REQUIREMENTS
Bidders must register on the portal https://lamats.easibuy.com (at no cost) to access the complete specifications and bid documents.
A responsible bidder must have the ability to deliver gasoline and diesel fuel to the City of Bogalusa maintenance yard. Service hours, location and the amount of fuel provided may be increased or decreased at any time during the term of the final Services Agreement(s) between the City and the successful bidder. A bidder must meet all requirements in regard to safety and other requirements specified in the bid documents.
The City intends to select a responsible bidder capable of delivering bulk fuel at the lowest, weighted cost. This solicitation for fuel and fuel services is nonbinding unless a Services Agreement(s) is entered into.

INTIAL ORDER
The initial order of fuel after May 15, 2026, is expected to be:
5000 gallons of AVGAS 100 
2500 gallons of Jet A 
Thereafter, orders will be placed on an "as needed" basis.

PROPOSAL FORM AND PRICING EXERCISE
Bidders must download and complete fully the Proposal Form & Pricing Exercise form included under the Attachments section.

REVERSE AUCTION (Optional)
In the event two or more qualified bidders offer substantially the same price (plus/minus .25%), then the buyer reserves the right to ask for lower pricing through a limited, reverse auction process or alternatively, through best and final offers. Any such exercise will be scheduled with qualified bidders after the opening of bids. Please see Reverse Auction Police under Attachments.  

ADMINISTRATIVE FEE & COOPERATIVE USE
An administrative fee of 1% of net sales to a buyer will be charged to, and paid by, the seller. Additional sales (Cooperative Sales or Piggybacks) to other similarly situated local airports (similarly situated to George R. Carr Memorial Airfield) will be allowed without additional bid if the seller agrees. All cooperative or piggyback sales of fuel are subject to the 1% administrative fee.
