LACPC (CITY OF WALKER) STUMP CUTTER PURCHASES

The LACPC Joint Municipal Purchasing Commission in cooperation with member, City of Walker, LA, seeks to place up to six (6) Track-Mounted Stump Grinders / Cutters (45–60 HP Class) under contract for the purchase of one (1) unit by the City of Walker and to allow other LACPC Commission members and affiliated political subdivisions to purchase five (5) additional units through the end of 2026.  Responses to this RFP are due by 2:00 pm on April 24 18, 2026, online only at https://lamats.easibuy.com.

The preferred makes and models are the Vermeer SC48TX and the Bandit 2550 Track. Only diesel models will be considered. Other brands or models of equal quality and operability (an acceptable equal as may be determined by City of Walker) will be considered.

The RFP is not a “lowest price wins” solicitation – the evaluation of equipment offered includes criteria other than price including warranties, available services, and demonstrated buyer satisfaction with the product.  

A responsive proposer will be able to show that it is registered to do business in the State of Louisiana and has physical facilities within the state to coordinate service on the stump grinders it sells. Where more than one supplier can meet the specifications, the city reserves the right to seek the best product price offering through a reverse auction process.

Each proposer will address each general & specific requirement listed / detailed below on the Proposal Form.

The unit shall be a self-propelled, track-mounted stump grinder designed for heavy duty commercial and municipal use. The machine must be capable of grinding large tree stumps efficiently in confined areas while minimizing ground disturbance. All of the following mandatory or desired specifications / requirements must be included in the final, delivered cost to Walker, LA.

The LACPC reserves the right to conduct a reverse price auction where more than one stump grinder is qualified and the difference in price is 5% or less.  If required, the online reverse auction will be scheduled within 2 wks following the submission of responses to this solicitation. The reverse auction policy applicable is provided under the Attachments sections - Reverse Auction Policy. Questions related to the reverse auction process should be submitted to the attention of the Electronic Bid Administrator - lacpc@lamats.net.

All sales pursuant to this solicitation are subject to a 2% administrative fee in the form of a rebate payable to the LACPC by the seller.  See Administrative Fees Disclosure Statement under the Attachments section.

Within one-year of the bid opening, the LACPC (and City of Walker) will honor piggyback requests made pursuant to La. R.S. 38:321 if the supply of product under contract has been exhausted, and provided the seller agrees.  Extra sales over the contracted supply of six (6) units will not exceed an additional six (6) units.
