Request for Proposal (RFP) 
For the Procurement and Installation of the Sensus FieldLogic FlexNet / FlexRead AMR System 

1. Introduction 

The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from qualified vendors for the provision, installation, configuration, and commissioning of the Sensus FieldLogic Flexnet / FlexRead Automatic Meter Reading (AMR) System, including full integration with the Town of Jena’s Sensus iPERL/OMNI water meters and Sensus Smartpoint Radios. This project aims to improve meter-reading efficiency, data accuracy, and customer service capabilities. Full integration includes the installation of the town's Sensu iPERL/OMNI water meters and Sensus Smartpoint Radios. 

2. Background

The Town of Jena seeks a vendor to supply the FieldLogic FlexNet FlexRead AMR system along with (725) Sensus Gas Smartpoints and to perform installation and startup services, compatible with the Town of Jena's 1600 Sensus iPERL/OMNI meters equipped with radio endpoints. 

3. Scope of Work

The vendor shall supply the following: - Sensus FieldLogic FlexNet FlexRead AMR system hardware and software -  Retrofit Sensus Gas Smartpoints - All necessary integration components for iPERL/OMNI meters and radios.  The vendor shall provide: Physical installation and Configuration of the AMR system, software - Integration of existing iPERL/OMNI meters and radios into the AMR system - Field verification and signal strength testing. 
The vendor shall provide Software & System Integration as follows: 
  • Integration with the Town of Jena existing billing and customer information systems (CIS) 
  • Setup of FieldLogic software for meter reading, reporting, analytics, and alerts 
  • User account creation and system security configuration 
The vendor shall provide training: comprehensive training for Town of Jena’s staff including: - System operation - Troubleshooting and maintenance - Reporting and analytics tools 

The vendor shall provide testing and commissioning:
  • Full system acceptance testing 
  • Validation of meter data accuracy 
  • Functional testing of wireless communication network 
  • Final commissioning report 

4. Vendor Qualifications

Vendors responding to this RFP must demonstrate: - Experience with Sensus metering systems, including iPERL meters and FlexNet AMR - Proven history of AMR/AMI installation projects of similar scope - Certified Sensus partner or authorized reseller status (preferred) - Adequate staffing, resources, and technical capability. 

5. Proposal Requirements

Proposals must include the following: - Complete cost breakdown (equipment, installation, labor, training, etc.) - Warranty and support details - Company qualifications - References for three similar completed projects.

6. Evaluation Criteria

Proposals will be evaluated based on: - Technical capability and compliance with specifications - Vendor experience with Sensus systems - Cost competitiveness - Implementation strategy and timeline - Warranty and after-sales support.

7. Specifications

 Mobile Data Collector 

  • The mobile data collector shall be compact and portable. 
  • Transmission power of the mobile data collector shall be 7 watts. 
  • The mobile data collector shall be adaptable to 12-volt DC power. 
  • The mobile data collector shall be paired with a laptop computer with route reading software. 
  • The mobile data collector shall be set up in within minutes. 
  • The mobile data collector shall be safely mounted within a vehicle. 
  • The mobile data collector shall offer extremely long-range, rapid, and efficient data collection. 
  • The mobile data collector shall be equipped with a magnetic RF antenna and GPS antenna. 
  • Operators shall have the ability to obtain the route files and upload reading data wirelessly on the laptop from the utility network. 
  • The mobile data collector shall be capable of processing multiple reads simultaneously while traveling at the posted speed limit. 
  • The mobile data collector shall carry a standard one year warranty and have extended warranty options.

LACPC Administrative Fee on Initial and Piggyback Sales 
LACPC cooperative contract fees are applicable to all sales of product through a resulting contract in the amount of 1% of the net sale price, not to exceed $3000.00 on any project.  Fees are paid by the successful vendor to:  LAMATS, as Administrator of the LACPC Joint Municipal Commission, 6767 Perkins Rd., Baton Rouge, LA 70808.  The LACPC Joint Municipal Commission is an La. R.S. 33:1324 joint commission and interlocal agency that allows Louisiana municipalities to share the costs of procurement when purchasing products needed to provide municipal services, including public utilities and infrastructure: water, electricity, and gas - https://lacpcjointcommission.org.
