NOTICE
The LACPC Joint Municipal Commission (“LACPC”), 6767 Perkins Rd., Baton Rouge, LA seeks to place one or more Vermeer Brand/Model Brush Chippers on contract (and on a limited basis) to allow the Sponsor City, Natchitoches, LA, the opportunity to purchase one (either a 74hp or a 130 hp brush chipper) and to place an additional four (4) 74 hp units and two (2) 130 hp units on an "as needed" supply contract for joint use by other LACPC Joint Municipal Commission members and affiliates.
The desired Vermeer makes and models (or equivalent) are:

All equipment furnished under this contract shall be new and current in production. Accessories not specifically mentioned herein, but necessary to furnish a complete unit ready for use, shall also be included. The unit shall conform to the best practices known to the body of trade in design, quality of material, and workmanship. Assemblies, sub-assemblies and component parts shall be standard and interchangeable throughout the entire quantity of units as specified in this request. The supplier shall be responsible as the single point of contact for warranty and workmanship.
The entire specifications and requirements of the desired Brush Chippers are included in the RFP documents found at https://lamats.easibuy.com. Registration is required to access the documents. Alternative specifications will not be approved in advance of proposal submissions, but will be reviewed, evaluated, and considered after submission to determine substantial compliance with the desired specifications.
Proposers will complete the required RFP documents and will submit a proposal in the required form after registering on the LACPC bid platform – https://lamats.easibuy.com. Time is of the essence for the return of completed proposals online only at https://lamats.easibuy.com and, unless the deadline is extended, are due by 2:00 pm on February 25, 2026. For assistance to download, complete and upload the Proposal Form, contact the Electronic Administrator, Paul Holmes, lacpc@lamats.net. Thereafter, a price contract will be completed after 15 days have elapsed after the initial advertisement through a Reverse Auction (an online competitive pricing exercise) as allowed by La. R.S. 38:2271. Proposers will be notified of the exact date and time of the competitive pricing exercise. If inadequate responses are received, additional price bidding may be waived, and an initial price offering may be accepted within 15 days of the initial advertisement of bids.
Any initial price offering may be rejected that is found not to be competitive regionally or nationally. Available, in-stock inventory will be given priority consideration. Because time is of the essence, neither a dealer nor the manufacture will be allowed to limit price competition by region, district, or territory.

ALTERNATIVE SPECIFICATIONS
The City of Natchitoches will be the sole judge of whether alternative specifications provided are equal to the desired specifications. Such a determination will only be made after alternative specifications have been formally submitted in response to this RFP. The Alternative Specifications & Price Form is designed to allow you to insert or paste your depictions and specifications in similar fashion as the Specifications and Price Form. You may also provide a web link to your alternative chipper specifications and information.
