NOTICE
The LACPC Joint Municipal Commission (“LACPC”), 6767 Perkins Rd., Baton Rouge, LA seeks to place one or more PipeHunter 91035PH8C TM Combo (Sewer Jet / Vac Truck) or equivalent on contract to allow the City of Gretna, Louisiana the opportunity to purchase one (1) unit, and then to place an additional two (2) units on an “as needed” supply contract available for joint use by LACPC Joint Municipal Commission members and affiliates. The specifications require a truck mounted 9 cubic yard debris tank and single 1,000-gallon stainless steel water tank with a front mounted high-pressure water sewer jetter with a 5,000 CFM 8” vacuum system mounted on a new unused 50,000 GVW chassis. All components of the jetter-vacuum system will be powered by the chassis engine.
All equipment furnished under this contract shall be new and current in production. Accessories not specifically mentioned herein, but necessary to furnish a complete unit ready for use, shall also be included. The unit shall conform to the best practices known to the body of trade in design, quality of material, and workmanship. Assemblies, sub-assemblies and component parts shall be standard and interchangeable throughout the entire quantity of units as specified in this request. The supplier shall be responsible as the single point of contact for warranty and workmanship.
The entire specifications and requirements of the desired sweeper are included in the RFP documents found at https://lamats.easibuy.com. Registration is required to access the documents. Alternative specifications will not be approved in advance of proposal submissions, but will be reviewed, evaluated, and considered after submission to determine substantial compliance with the desired specifications.
Proposers will complete the required RFP documents and will submit a proposal in the required form after registering on the LACPC bid platform – https://lamats.easibuy.com. Return of completed proposals is online only at https://lamats.easibuy.com and are due by 2:00 pm on February 18, 2026. Proposals shall include competitive pricing that may be accepted after initial review and evaluation. If more than one make, brand and model are found to be substantially equal in specifications and price, then a Reverse Auction under La. R.S. 38:1271 may be scheduled within one week of the submission of proposals. Any price offering may be rejected that is found not to be competitive regionally or nationally. All rights are reserved to cancel this solicitation at any time up to the qualification of product and acceptance of pricing and entering into a contract of sale.
REQUEST FOR PROPOSALS
The LACPC Joint Municipal Commission (“LACPC”) seeks to place one or more PipeHunter 91035PH8C TM Combo (Sewer Jet / Vac Truck) or equivalent (fully mounted to chassis) on contract to allow Gretna, Louisiana to purchase one (1) unit and to place an additional two (2) units on an “as needed” supply contract available to LACPC Joint Municipal Commission members and affiliates.
The General Specifications are:
Truck Module (manufactured by Texas Underground, Inc.)
A truck mountable 9 cubic yard debris tank and single 1,000-gallon stainless steel water tank with a front mounted high-pressure water sewer jetter with a 5,000 CFM 8” vacuum system with boom mounted on a new, unused 50,000 GVW chassis. All components of the jetter-vacuum system to be powered by the chassis engine.
The entire specifications and requirements of the desired sweeper are included in the bid documents (see Specifications). Substantially equal specifications will be considered.

REVERSE AUCTION
Proposals shall include competitive pricing that may be accepted after initial review only. If more than one make, brand and model are found to be substantially equal in specifications and price range, then a Reverse Auction under La. R.S. 38:1271 may, unless extended, be scheduled within one week of the submission of proposals. Due
Qualifying proposers whose proposal has been evaluated as acceptable, will be contacted and put on notice as to the date, time, login information and the requirements for placing additional, lower price bids. Please refer to the Reverse Auction Policy under the ATTACHMENTS section.
PURCHASES
If a purchase contract is issued, the initial purchaser will be given thirty (30) days to finalize consideration of the sweeper and price, the delivery timeline, and to obtain final authority from its governing board to complete the purchase. During that time period, an offer may not be withdrawn. Up until a purchase agreement is completed, the LACPC reserves the right to cancel this solicitation and purchase.
If the initial sale is successful, then the LACPC reserves the right to place up to two (2) additional units under an “as needed” supply contract at the same price, until sold or for one year after the close of bids, whichever occurs first.
The successful vendor will be responsible for paying a 1 % administrative fee on the total sale price of the first unit. Thereafter, subsequent sales will be subject to a 0.85% administrative fee on the total sale price. Please see and complete the Administrative Fee Disclosure Form.
EVALUATION OF PROPOSALS
The Evaluation Criteria will be:
1. 40 pts - Ability to offer the specifications requested.
2. 20 pts - Ability of the seller to provide warranty service and service after the sale, including the convenience of the service center to end users.
3. 10 pts - Ability to check the references statewide, regionally and nationally as to the quality and reliability of the make, brand and model, as well as the initial price offering being within the regional and national average of prices obtained for the same make, brand and model.
4. 30 pts - Low price offering
If only one model or supplier/dealer qualifies, then a purchase agreement may proceed without additional bids or negotiation provided the price offering is shown to be equal to or comparable to competitive pricing available to municipalities regionally or nationally.
All comparisons being substantially equal, a Reverse Auction will be held to determine additional reductions in price. Evaluation determining substantially equal specifications and initial pricing for competitiveness is solely within the discretion of the LACPC and the Sponsor municipality. The LACPC and the Sponsor reserve the right to cancel this solicitation in whole or in part, or to waive reverse auction bidding and to negotiate final pricing where only one supplier's offering qualifies.
ANTI-COLLUSION
All proposers must sign an anti-collusion affidavit provided. (See Anti-Collusion Affidavit)
CORPORATE AUTHORITY & LICENSURE
All proposers will be required to submit corporate authority to bind itself to price and to the terms and conditions of the sale of the selected make and model. Where a sweeper truck/chassis is considered a "motor vehicle" under Louisiana Law, the proposer must show proper Louisiana Motor Vehicle Commission licensure to build, modify or to supply the sweeper, or to present an exception to Louisiana licensure requirements.
