LEGAL NOTICE
The City of Bogalusa seeks a Fixed-Base Operator (FBO) to perform the operations of the George R. Carr Memorial Airfield (BXA) for the project period of approximately 3 years, with the option for two, one-year extensions.  The Fixed Base Operator will be a qualified firm, corporation or organization who will be granted the right to provide the various required and concessionary services on a lease basis.
Interested FBOs will prepare and submit a proposal and qualification statement to the City of Bogalusa no later than 2:00 pm on March 3, 2026.  The RFP requirements, specifications and related documents must be downloaded at https://lamats.easibuy.com after registering on the site.  Proposers should not ask the City to provide RFP documents through the mail or by email.  Proposers registered online will receive email notifications of any changes, addendums or clarifications made to the RFP.
Proposals may be submitted in person, by mail or by currier to: City of Bogalusa, George R. Carr Memorial Airfield (BXA), 202 Arkansas Avenue, Bogalusa, LA 70427, or may be submitted electronically by following the directions at https://lamats.easibuy.com.  If physically delivering or mailing proposals to the City, then 3 copies of their proposal must be provided.  If submitting a proposal electronically (the City’s preferred method of receipt) only one copy is required.

Submissions will be evaluated and ranked based on proposals and qualifications. The City will then enter fee negotiations with the top-ranked proposer. Should negotiations be unsuccessful, then the City will enter negotiations with the next-highest ranked proposer. The City reserves the right to reject all applicants and re-advertise for the contract. The successful proposer will be required to execute a standard aviation contract in conformance with all City, DOTD and FAA guidelines, standards and assurances.

AIRPORT BACKGROUND AND INFORMATION
The George R. Carr Airfield is a city owned, public use airport located at 401 Walker St, Bogalusa, LA 70427- FAA Identifier: BXA. PROPOSALS - should include:
A. Statement of Experience and Qualifications  
The proposer must provide a detailed listing of the relevant experience, with a minimum of three (3) years prior aviation experience the proposer has in providing the same or similar types of service with an airport. The statement should include the name, address, telephone number or email address of contact persons who can verify such experience. Other references may be provided. The proposer should also highlight all of the relevant training and experience that the proposer has with providing such services. 
B. Proposal Sections
Section I: A resume of company or person documenting ownership and/or partners’ names, qualifications, experience, and a description of the person or company’s ability to operate a full- service aviation FBO. 
Section II: Three (3) personal and business references each. 
Section III: A Business Plan related to taking over Fixed Base Operations at BXA: 
  • Start-up requirements
  • Requirements for building space 
  • 3–5-year business and marketing plans 
  • Plan for equipment for fueling and services 
  • Other plans that would result in a successful business enterprise, including information concerning financial viability of applicant 
  • Ability to Maintain Existing Facility / Services:  See Lease Requirements document under the attachments section and address each
  • Plans for growth (optional)
Section IV: Proposed general lease considerations and/or comments. A final lease, including flowage fees and base lease payment to the Airport will be negotiated with the successful applicant. 
Section V: Documentation of, or ability to obtain, Hangar Keeper’s Insurance and General Liability Insurance. 

PROPOSAL SCORING & CRITERIA
Scoring of the selection criteria shall be on a numerical scale of 1 to 5, with 5 being the highest possible score and 1 being the lowest possible score. The score for each criterion will be multiplied by its weight factor, which indicates the importance of each criterion as it relates to this contract.

Following the final evaluation of qualified applicants, the Sponsor will place the applicants in a final ranking based on qualifications. The Sponsor will then enter fee negotiations with the top-ranked firm for the contract, with the unsuccessful firms being notified accordingly. Should these negotiations be 
unsuccessful, the Sponsor shall enter negotiations with the next-highest ranked firm, and so on. 
The Sponsor reserves the right to reject all applicants and re-advertise for the contract.
The successful firm will be required to execute a standard Division of Aviation type of contract in 
conformance with all City, DOTD, and FAA guidelines, standards, and assurances.
