REQUEST FOR PROPOSALS & PRICES
The LACPC Joint Municipal Commission (“LACPC”) seeks to place one or more Bucher Municipal Model V65 Pure Vacuum Sweepers (or equivalent) on contract to allow Crowley, Louisiana to purchase one (1) unit and to place an additional five (5) units on an “as needed” supply contract available to LACPC Joint Municipal Commission members and affiliates.
The General Specifications are:
8.5 Cubic yard debris hopper, (single/dual) gutter brooms, vacuum street sweeper, truck mounted on a Freightliner M2 Plus conventional chassis. This specification describes an environmentally controlled and silenced street sweeper.
The entire specifications and requirements of the desired sweeper are included in the bid documents (see Specifications). Substantially equal specifications will be considered.
INSTRUCTIONS
Proposers will complete the Proposal Form found under the ATTACHMENTS section after registering on the platform – https://lamats.easibuy.com. Return of the completed and signed Proposal Form is online only on this platform. Proposals are due by 2:00 pm on February 18, 2026. REVERSE AUCTION
Proposals shall include competitive pricing that may be accepted after initial review. If more than one make, brand and model are found to be substantially equal in specifications and price, then a Reverse Auction under La. R.S. 38:1271 may be scheduled within one week of the submission of proposals. Otherwise, the low bid will be accepted.
Qualifying proposers whose proposed sweeper has been evaluated as acceptable, will be contacted and put on notice as to the date, time, login information and the requirements for placing additional, lower price bids. Please refer to the Reverse Auction Policy under the ATTACHMENTS section.
PURCHASES
If a purchase contract is issued, the initial purchaser will be given thirty (30) days to finalize consideration of the sweeper and price, the delivery timeline, and to obtain final authority from its governing board to complete the purchase. During that time period, an offer may not be withdrawn. Up until a purchase agreement is completed, the LACPC reserves the right to cancel this solicitation and purchase.
If the initial sale is successful, then the LACPC reserves the right to place up to five (5) additional units under an “as needed” supply contract at the same price, until sold or for one year after the close of bids, whichever occurs first.
The successful vendor will be responsible for paying a 1.5 % administrative fee on the total sale price of the first unit. Thereafter, subsequent sales will be subject to a 1% administrative fee on the total sale price. Please see and complete the Administrative Fee Disclosure Form.
EVALUATION OF PROPOSALS
The Evaluation Criteria will be:
1. 50 pts - Ability to offer the specifications requested within the class of sweeper desired.
2. 20 pts - Ability of the seller to provide warranty service and service after the sale, including the convenience of the service center.
3. 30 pts - Ability to check the references statewide, regionally and nationally as to the quality and reliability of the make, brand and model, as well as the initial price offering being within the regional and national average of prices obtained for the same make, brand and model.
If only one model qualifies, then a purchase agreement may proceed without additional bids or negotiation. All comparisons being substantially equal, a Reverse Auction will be held to determine to allow additional reductions in price, with the lowest bid winning out. Evaluation determining substantially equal specifications and initial pricing is solely within the discretion of the LACPC and the initial purchasing municipality.
ANTI-COLLUSION
All proposers must sign an anti-collusion affidavit provided. (See Anti-Collusion Affidavit)
CORPORATE AUTHORITY & LICENSURE
All proposers will be required to submit corporate authority to bind itself to price and to the terms and conditions of the sale of the selected make and model. Where a sweeper truck/chassis is considered a "motor vehicle" under Louisiana Law, the proposer must show proper Louisiana Motor Vehicle Commission licensure to build, modify or to supply the sweeper, or to present an exception to Louisiana licensure requirements.
