THE PROJECT
The LACPC Joint Municipal Commission (and Walker, LA - Sponsor City) seeks to place up to 13,000 Allegro Gas Licensed AMI (Endpoints) and Optional Covers and Adaptors under a 2-year supply contract (with an option to extend the contract for one additional year). The resulting supply contract is intended to support self-installation of endpoints by public entities operating publicly owned natural gas distribution systems. The specifications are:
ALLEGRO UNIVERSAL AMI ENDPOINTS FOR GAS
-Endpoints are to be available pre-configured at the factory
-100% Solid-State design with no moving parts
-Adapter Options to include Cover & Shroud; Standard Pressure Adapter; & Pressure Compensation Adapter
-Encapsulated Wireless Design - no external wires or connections

EXISTING INFRASTRUCTURE AND SYSTEMS
The City of Walker has standardized to the 3/G Allegro Mobile Drive-By AMR Harmany Encore Reading System for its gas meters. The system is compatible with the ALLEGRO UNIVERSAL AMI ENDPOINTS FOR GAS which the city seeks to place under a supply contract.
If alternative endpoints are offered, the alternative must offer all the features and benefits provided by the ALLEGRO UNIVERSAL AMI ENDPOINTS FOR GAS and must be compatible with the 3/G Allegro Mobile Drive-By AMR Harmony Encore Reading System.
The City of Walker may require up to 13,000 gas AMI endpoints over the next 2 to 3 years. Final purchased quantities are not guaranteed. Through the LACPC Joint Municipal Commission additional units may be made available to LACPC Commission members and affiliated public natural gas distributors as may be allowed under La. R.S. 33:1324 et seq.
THE SUPPLIER
The awarded supplier should be Louisiana-based to provide in person technical services and support to buyers who intend to self-install their endpoints. Non-Louisiana based suppliers must adequately detail how it will provide in-person services and support to the City of Walker or to other Louisiana public entities who may share or piggyback from the supply contract. Interested suppliers will review the FEATURES & BENEFITS and the REVERSE AUCTION POLICY applicable to this solicitation found under the ATTACHMENTS section.
Interested suppliers will complete and sign the PROPOSER’S PRICE SCHEDULE and the FEE DISCLOSURE & COOPERATIVE CONTRACT USE Form found under the ATTACHMENTS section.
Submissions are due by 2:00 pm on September 8, 2025. All returnable forms must be submitted electronically only at: https://lamats.eauctionservices.com.
ABOUT THE LACPC
The City of Walker, LA is a member of the LACPC Joint Municipal Commission and is the Sponsor of this solicitation. By allowing the LACPC to solicit and contract for the specified product, other commission cities and affiliates who operate public gas distribution systems may share, jointly use or "piggyback" from the awarded supply contract without additional bids being placed. Joint use and “piggyback” purchases are administered by the LACPC on a project-by-project basis to ensure compliance with Louisiana’s Public Law. The resulting LACPC contract will not be made available to public entities that are not located in Louisiana.
THE REVERSE AUCTION PROCESS
If more than one proposal can be accepted, then the contract award will be decided through a reverse auction process authorized under La. R.S. 38:2271 of the Public Bid Law – meaning a date and time will be selected where the qualified proposers will be given the opportunity, online and in real time, to lower their per-unit prices. If only one supplier qualifies to sell the specified product, then the LACPC reserves the right to seek the best and final pricing from the supplier to ensure pricing is consistent with pricing offered regionally and nationally.
LACPC ADMINISTRATIVE FEES/COOPERATIVE SALES
The resulting contract will be held by the LACPC for the benefit of its commission members and affiliates. All sales under the contract shall be subject to an administrative fee of 1% of the net sales price paid by the Supplier. Administrative fees are paid to the LACPC's administrator: LaMATS, Attn: LACPC Executive Director, 6767 Perkins Rd., Baton Rouge, LA 70808. The administrative fee may not be added or tacked onto a product’s price but must be taken into account when placing a price bid.
RESERVATION OF RIGHTS
The City of Walker reserves the right to cancel its participation in this solicitation at any time up to an award being made. The City of Walker reserves the right to be the sole judge of whether an alternative specified product is equivalent to the product specified herein. Should the City of Walker exercise its right to cancel, no contract award will be made by the LACPC.
