Proposals are due by 2:00 pm on August 24 28, 2025, electronically only, at https://lamats.eauctionservices.com.

The LACPC Joint Municipal Commission seeks to place one or more JCB 215 Skid Steer Loaders on contract and to allow Delhi, LA (LACPC sponsor municipality) to purchase one (1) unit.  Up to five (5) additional units may be placed on a contingency supply contract for additional sales by the awarded vendor to LACPC members and affiliated political subdivisions. 

An RFP method will be utilized to qualify Skid Steer proposals with vendors who can offer the specified make, brand or model (or equivalent) receiving the highest evaluation scores.  If more than one vendor can offer the desired make, brand or model - price, availability, serviceability and other factors being equal, then additional price bids will be accepted through the La. R.S. 38:2271 Reverse Auction process. 

1. 50 pts - Ability to offer the specifications requested within the class of skid steer desired. 

2. 30 pts - Ability of the seller to provide warranty service and service after the sale, including the convenience of the service center. 

3. 20 pts - Ability to check the references statewide, regionally and nationally as to the quality and reliability of the make, brand and model, as well as the initial price offering being within the regional and national average of prices obtained for the same make, brand and model.  

4. 10 pts - if seller is capable of making multiple sales of the same unit at the same price within reasonable delivery timeframe. 

The Skid Steer specifications are:

Substantially equal or better specifications within the same price range of an alternative skid steer loader commercially manufactured will be considered.  However, accepting alternative  specifications is solely within the discretion of Delhi.

If more than one make, brand and model are substantially equal in specifications and price, then a Reverse Auction under La. R.S. 38:2271 will be scheduled within one week of the submission of proposals.  Qualifying proposers will be contacted and put on notice as to the date, time, login information and the requirements for placing additional price bids.  Please refer to the Reverse Auction Policy Front End Loader (if applicable).pdf under the ATTACHMENTS section.

If a purchase contract issues, the initial purchaser will be given up to 90 days to give final consideration of the sweeper and price, the delivery timeline, and obtain final authority from its governing board to complete the purchase.  Up until a purchase agreement is completed, the LACPC and the City of West Monroe reserve the right to cancel this solicitation and purchase.

If the initial sale is successful, then the LACPC reserves the right to place up to nine (9) additional units under a supply contract at the same price, until the sold or until one year after the close of bids, whichever occurs first.

The successful vendor will be responsible for paying a 2% administrative fee on the total sale price of the first unit.  Thereafter, subsequent sales will be subject to a 1% administrative fee on the total sale price.  Please see the Administrative Fee Disclosure statement on the Proposal & Price Form.
