LACPC JCB Backhoe/Loader Supply Contract

The LACPC Joint Municipal Commission seeks to supply its Commission Municipalities with up to eight (8) 90 hp Backhoe/Loaders and up to five (4) 105 hp Backhoe/Loaders, with Cabs. The resulting supply contract will be effective commencing August 1, 2025, until July 31, 2026, with an option to renew upon the mutual agreement of the parties for 6-month increments until the reserved supply is exhausted.  The price bid cannot increase more than the Producer Price Index after the first year.

This solicitation is a reverse auction process authorized by La. R.S. 38:2271 of the Louisiana Public Bid Law. Proposals that substantially meet the specifications will be accepted until 2:00 pm on July 24, 2025.  Thereafter, if more than one backhoe/loader in either category is capable of being selected based on the evaluation criteria, then a reverse auction will be held online, in real time, on a date and specified time frame to be announced to the qualifiers.  In a situation where only one proposal in each category qualifies, then the LACPC reserves the right to cancel the reverse auction and to ask for best and final pricing only.

Cell), lacpc@lamats.net.    The LACPC reserves the right to cancel this solicitation at any time, unfilled, up until such time as an order or orders are placed.  

There are no guaranteed purchases under the resulting supply contract. Purchases will be made by individual LACPC Commission members and affiliates who shall be responsible for issuing a purchase order and for payment. 

An awarded vendor who sells product under contract to the LACPC or to a joint/cooperative purchaser, shall be responsible for paying a 1.5% electronic processing/administrative fee on all net contract receipts ($15 per $1000 of product sold), but not to exceed $3000 per sale.  

No interpretation of the meaning of the specifications or contract documents will be made orally to any Bidder. Every request for such interpretation should be in writing and emailed to Paul Holmes, Contracts Administrator, at LACPC@lamats.net. To be given consideration, such requests must be received sufficiently prior to the date fixed for the opening of bids to permit distribution of response to all Proposers. 

The contract may be offered as a joint-use (or “piggy-back”) contract under Louisiana Revised Statutes Title 33, Local Services Law by the LACPC Cooperative Joint Commission. Joint use of the supply contract will be administered through LaMATS PURCHASING SERVICES "LPS" on behalf of the LACPC and between the seller and buyer.

Depending on offerings, price and availability, the LACPC may choose to accept more than one brand (manufacturer) or more than one distributor.

Preference will be given to Backhoe/Loaders in stock or which can be delivered within a relatively short timeframe.
