LEGAL NOTICE
The City of Tallulah, Louisiana is seeking Qualifications from engineers for a wastewater oxidation pond issue.
The City of Tallulah, Louisiana must address issues with its oxidation pond connected with its Wastewater Treatment Plant on an expedited basis.  The City’s pond liner must be repaired in accordance with DEQ’s compliance order.
The project requires engineering services to specify and plan the removal of the existing liner and replace it with a new liner, and other improvements at the sewer treatment plant in conjunction therewith.  The pond itself is 17 acres, 300 feet wide and 600 feet long and up to 28 feet deep.  
The project requires a swift turnaround.  An engineering firm will have only one week after selection to submit a Severity Package due by May 22, 2025. The selected engineering firm would be responsible for: 1) Submitting the LCDBG Severity Package by May 22, 2025; 2) Designing the project should a grant be awarded; and 3) Submit the full LCDBG application package due December 15, 2025.
Qualifications will be received online only at https://lamats.eauctionservices.com.  In addition to the engineer’s regular Curriculum Vitae, a Qualification Verification form will also be completed and submitted.  Qualifications are due by 11:00 am on Tuesday, May 13, 2025.   All RFQ requirements and documents are available by registering at no charge at https://lamats.eauctionservices.com.

The City of Tallulah is applying for a Louisiana Community Development Block Grant to repair and/or rehabilitate its wastewater treatment system which includes a treatment oxidation pond.

EVALUATION OF QUALIFICATIONS 

Qualified firms willing to provide engineering services at rates commensurate with regular rates charged regionally for municipal wastewater work will be rated through a point system as follows:  
1. Ability and willingness to enter into a services contract and to survey, examine and/or review the city’s oxidation pond and wastewater treatment facility issues in depth - 25 points 
2. Experience with oxidation pond wastewater treatment systems including the repair and rehabilitation of same - 25 points 
3. Experience or ability to assist in the completion and submission of LCDBG Severity Packages - 25 points 
4. Ability to satisfy all questions and concerns of the city related to completing the requirements of the project on time at reasonable rates - 25 points 
Where more than one qualified proposer can be selected after scoring, the city reserves the right to select the firm based on the most successful interviews or discussions by adding or subtracting points from the categories above.  
The evaluation of Qualifications will commence May 13, 2025, after the submission of qualifications deadline. 

STATEMENT REGARDING SCOPE, CLASSIFICATION OF SERVICES AND PROJECT FUNDING 
It is the intent of the city to procure the same firm to provide the services described herein whether classified as administrative or engineering services.  Engineering services to design and specify the resulting project are not being sought at this time.   However, it is the intent that the engineering firm hired will be eligible to design and specify the resulting project, if funded through the application for grant funds. The amount of funds available for the resulting project will be subject to LCDBG restrictions and approval.   

CONFLICT OF INTEREST STATEMENT  
Please note that conflict-of-interest is prohibited for a consulting firm, or its subsidiary, that has a management contract (including retainer contract) with a Grantee to also have a contract for architectural or engineering services with the same Grantee.  Proposers who may fall into this category should be prepared to present sufficient authority as to why a conflict of interest does not exist.
