REQUEST FOR PROPOSALS
Proposals will be received by the City of Scott, up to the hour of 2:00 o'clock p.m. CDT, 125 Lions Club Rd., Scott, LA 70583, on MONDAY, APRIL 28, 2025, and at that time and place will be publicly opened and read aloud, for the VETERANS PARK PHASE: "ENTRANCE STRUCTURE, PAVILION, RESTROOMS FACILITY AND WALKWAY COMPLETION", including all necessary labor, materials, equipment, tools, etc., required as set forth in the Specifications and Drawings.
Drawings may be viewed and examined at City Hall, Scott, LA, or may be examined and downloaded by visiting and registering at:
under VETERANS PARK PHASE: "ENTRANCE STRUCTURE, PAVILION, RESTROOMS FACILITY AND WALKWAY COMPLETION", where copies of all Drawings and Documents are available for download at no cost to registrants. PLEASE NOTE: Registering and accessing documents online is the most efficient and cost-effective method of obtaining all RFP documents, Specifications and Drawings.
Proposals may be submitted electronically (and is encouraged) through LaMATS e-Auction & Bid Services - https://lamats.eauctionservices.com. All potential bidders should register at the website address (no advanced cost or charge required) to access the full specifications and to receive email notification of changes and addendums to the solicitation, whether intending to file electronically, by mail or by hand delivery.
Delivered “paper” Bids will be enclosed in a sealed envelope addressed to:

The City of Scott hereby notifies all proposers that in regard to any contract entered into pursuant to this Advertisement, that Disadvantaged Business Enterprises, including minority, women and veteran owned businesses, will be afforded equal opportunity to submit offers in response to this invitation and proposers will not be discriminated against on the ground of race, color, sex, national origin or disability in consideration for an award. The City of Scott reserves the right to reject any and all proposals for just cause, to cancel this RFP in its entirety, reduce or increase the scope of work or to engage more than one contractor to complete the various component projects.

Proposers' Information & Instructions
The Project is considered a small, exempt Public Works Project that does not require use of the Uniform Public Works Bid Form. Use only the Quote Forms provided.
The project is not necessarily a “low-price-wins" bid, however, the city is interested in the lowest pricing possible without compromising overall design or code and safety requirements. Although preferred, a contractor does not have to propose a materials and labor quote on each project part. For instance, a concrete contractor may bid on the Walkway Completion only. A builder may quote the Pavilion / Terrace only.
Walkway Completion
Approximately half of the walkway was completed in another phase of the project. The Walkway drawing (illustration) is marked “WALKWAY”, and the shaded area illustrates the part that has been completed. The contractor will be responsible for laying out and forming the walkway. The walkway must be symmetrical as depicted and must be of the same materials and construction of the completed portion. A proposer must complete the Walkway Quote form and may make suggestions as to practical variances (in the appropriate space) that will save the city time and expense in its construction.
Restrooms Facility
The Restrooms Facility is a single unit housing one (1) women’s and one (1) men’s restroom. The proposer is responsible for the slab, plumbing, electrical, plumbing appliances and interior work and finishes. The Restrooms Facility drawings (illustration) is marked “RESTROOMS”. A proposer must complete the Restrooms Facility Quote Form and may make recommendations as to practical variances (in the appropriate space) that will save the city time and expense.
Pavilion/Trellis
The Pavilion (and Trellis) Structure is detailed in drawings marked “Pavilion / Trellis”. The Pavilion and the Trellis must be quoted together and separately by using the appropriate Pavilion / Trellis Quote Form. The proposer is also responsible for quoting and building the handicap ramp and stairs depicted and is responsible for the electrical plan. A proposer may make recommendations as to practical variances (in the appropriate space) that will save the city time and expense.
Park Entrance Structure
The Entrance Structure is illustrated in the drawings marked “Entrance Structure”. A proposer must complete the “Park Entrance Structure” quote form. A proposer may make recommendations as to practical variances (in the appropriate space) that will save the city time and expense.

Additional Instructions
1. All proposers should register at https://lamats.eauctionservices.com whether the intent is to hand deliver or to file your proposal electronically. Registering allows immediate access to changes and addendums, and to all documents.
2. You should monitor your registered email address daily for email notifications related to this solicitation.
3. Questions related to the specifications may be directed to Shelley Gautreau - sgautreau@cityofscott.org. Do not try to contact an Engineer or Draftsman directly regarding project specifications or requirements. Questions must be submitted timely to allow posting of answers for all potential proposers to review.

5. Your proposal must include one or more of the Quote Forms provided. Your proposal may include information about your company, including past project references.
6. A final project contract will be negotiated based on the proposer’s quotes. The City reserves the right to accept or to reject any or all quotes or to cancel this solicitation in its entirety.
7. Neither a bid bond nor a performance bond is required for this project. All materials supplied for the project will be sales tax/use tax exempt purchases by the contractor on behalf of the city and the appropriate LDR Exemption form will be provided to a chosen contractor.
