The LACPC Municipal Joint Commission, 6767 Perkins Rd, Baton Rouge, LA 70808 seeks to place up to five (5) A-FRAME KNUCKLEBOOM LOADERS under an "as needed" supply contract until April 30, 2026, or as long as the dealer's prices and supply can be sustained, whichever is shorter. 

The purpose of the resulting supply contract is to allow quick conversions of pre-purchased truck chasses to knuckleboom loader trucks. The selected dealer must be able to order and receive the loader within a reasonable time frame (as defined) and must be able to mount the loader to appropriate truck chasses within reasonable time frames.

Proposals will be accepted electronically only and are due by 2:00 pm on April, 7 2025.  Proposals will be submitted/accepted electronically through https://lamats.eauctionservices.comonly. After submission, and unless waived, qualifying proposals will undergo a reverse auction process to obtain the lowest possible pricing where more than one dealer can provide the specified loader at comparable prices.

This RFP and price offering is not a “lowest price wins” bid. The supplier will be a responsible dealer/distributor judged the most capable of delivering the specified loader, within the most reasonable timeframe as defined in the specifications.  

Proposals are to be submitted in the format required, including any pricing and specification forms included, along with any other documentation that must be signed. Proposers must register at https://lamats.eauctionservices.com (an EASiBUY licensed bid platform) to access the full specifications and instructions, and to submit proposals electronically. 

Specifications are based on the Prentice 2124 A-FRAME KNUCKLEBOOM LOADER, but substantially equal quality and priced units will be considered.  

A proposer will price the Loader as a separate line item and will also price the addition of standard options such as: 1) Mounting Kit; Aluminum Hydraulic Tank; Pump; PTO; Ladder(s); and Solid Waste Grapple, and complete the actual conversion.  The proposer should anticipate a single conversion order upon completion of the proposal process.  A proposer will provide a conversion and delivery timeline for final users.

Thereafter, for each additional conversion that may occur, the LACPC will get updated pricing and conversion/delivery timelines.

The LACPC reserves the right to contract with more than one converter and more than one brand/model of Loader to ensure reasonable and timely delivery schedules and pricing.
