The LACPC Joint Municipal Commission seeks to place one or more:

STAND-ALONE SOLAR DISTRIBUTED GENERATION SYSTEMS AS WELL AS THE CENTRALIZED RESILIENT POWER SOURCE AND COMMUNICATION NODE FOR SMARTGRID INFRASTRUCTURE AND IOT TECHNOLOGIES.

Offers are due by 2:00 pm Central Time, on April 10, 2025, through this portal only, https://lamats.eauctionservices.com.  An offer submitted before the due date may be opened immediately if allowed by the offeror by clicking TASK #2 under the TASKS Bar. 

The intent is to allow LACPC members and affiliates to obtain lighting and fixture quotes to complete small lighting projects of $250,000.00 or less for streets, parking and pedestrian ways. Manufacturers and distributors should provide the names of qualified, licensed contractors in Louisiana capable of installing their products.  

The City of Gretna, Louisiana is the Sponsor of this solicitation and intends to buy from the resulting supply contract. 

This RFP is open to prequalified solar LED light manufacturers only.  The following manufacturers and products are pre-qualified based on Commission members' recommendations:

1.  ClearWorld RetroFlex Solar LED Off-Grid System (Model # RS2602460-OG) 

Prequalified manufacturers will fill out the Offer Form and submit it online at https://lamats.eauctionservices.com within 15 days of becoming prequalified. Specifications and prices should remain firm until December 31, 2025. 

The resulting contract will be a joint use supply contract for the ClearWorld RetroFlex Solar LED Off-Grid System to be made available to the City of Gretna (Louisiana) and to other LACPC Commission members and affiliated political subdivisions, schools and districts requesting to share the supply contract.

A prequalified manufacturer will be given the opportunity to propose its additional styles, specifications or types of solar lighting systems for the applications specified herein.

The initial sale under a resulting contract will be subject to a 1.5% fee, payable as a rebate based on the total sale price of product. Fees are reduced to 1% on all subsequent sales. Applicable fees are paid to the LACPC by check to: LAMATS Administrator, 6767 Perkins Rd., Baton Rouge, LA 70808. Fees pay for legal (required) advertising, platform license fees and contract maintenance.
