The City of Gretna is seeking proposals under La. R.S. 38:2217 (Data Processing and Telecommunications) to purchase for retrofit throughout the city:
                               Badger / Orion Cellular AMI Water Meters
Proposals to supply the water meters and to provide standardized per unit installation services will be accepted until 2:00 pm on May 9, 2025.
Proposals will be accepted electronically only after registering at https://lamats.eauctionservices.com and submitting (uploading) a proposal on the site.  All RFP documents, specifications and required forms are available online at https://lamats.eauctionservices.com after registration.
Installation Services must be provided by the proposer or through a subcontractor licensed by the Louisiana State Contractors Licensing Board.  The city reserves the right to qualify proposers based on their contractor's license classification. 
The proposal process (RFP Process) is not a "low-bid-wins" solicitation. The city reserves the right to evaluate all proposals based on evaluation criteria to include: 1) Experience/Completed Projects; 2) Installation plans and completion timelines; 3) Warranties and Workmanship guarantees and ability to provide service after the sale; and 4) Cost.
Questions related to specifications and install services should be submitted in writing and emailed to Ray Stevens - Finance Director - rstevens@gretnala.com.  Questions affecting all potential proposers will be answered as an addendum to the RFP.   
Technical questions related to the use of the electronic bid platform should be directed to the Electronic Administrator, Paul Holmes, LAMATS eAuction and Bid Services, paul@lamats.net. 
All pricing and services offered shall remain firm for no less than 30 days after submission and are subject to discussions, negotiations and best and final offers during that timeframe. The RFP may be canceled, amended, extended, modified or reissued at the sole discretion of the city.

For ease of distributing documents, providing notice and receiving proposals, the city has elected to issue this solicitation as an electronic bid only as allowed under R.S. 38:2212.1(B)(4)(f).  All Notices of Changes or Addendums will be by email on the electronic bid platform to a proposer’s registered email – EASIBUY/Licensor – LaMATS eAuction & Bid Services/Licensee.

EVALUATION PROCESS  
Proposals will be reviewed and ranked by the city.  Firms shall be prepared to make a presentation and to negotiate terms and conditions of delivery and installation services if asked to do so. All offers are subject to best and final offers as relates to pricing.
ADMINISTRATIVE FEE
An administrative fee payable to the electronic services provider, LAMATS eAuction & Bid Services, is to be paid by the winning proposer upon award of the contract.  The applicable fee is $3500.00 and is payable to LAMATS, 6767 Perkins Rd., Baton Rouge, LA 70808.  
PERFORMANCE BOND
The provision of installation services (labor) will be subject to a performance bond, or other adequate security (if allowed by the city).   
RESULTING CONTRACT 
The resulting contract will be designated as a purchase of product and installation services for the city and will contain terms and conditions specific to the city's needs for the described project.  Final contract negotiations including the final form of the contract shall be completed within 30 days of Notice of Intent to Award provided to the selected proposer or the city reserves the right to cancel the contract and award to the second ranked proposer.
JOINT USE OF CONTRACT
Where agreed to by the contractor and permitted by La. R.S. 33:1324, a supply of the specified AMI meters and per unit installation prices may be placed under a joint-use supply contract for retrofit/replacement by other similarly situated Louisiana political subdivisions compatible meters and AMI. Such an agreement for additional sales, if they occur, will be administered by the LACPC Joint Municipal Commission, 6767 Perkins Rd., Baton Rouge, LA 70808.
ADDENDUMS (IF ANY) WILL BE LISTED BELOW
1. Addendum #1 changes the quantity of product required on the PROPOSAL QUOTE FORM - GRETNA AMI WATER METERS.  Please discard the original quote form and use only the Quote Form posted on April 24, 2025.
