Town of Livonia Advanced Metering Infrastructure (AMI) Project

The LACPC electronic portal has been designated as the site to submit your Proposal electronically in response to the Town of Livonia RFP for AMI Water & Gas Meters – https://lamats.eauctionservices.com. All proposals are to be submitted electronically only.

SUMMARY
The Town of Livonia’s primary objective is to contract with a qualified vendor to provide an Automatic Meter Reading (AMI) System for Water & Gas Utilities. This RFP will cover a system-wide AMI Mobile Read implementation. The Town wishes to obtain a system that provides the best long-term value over the system's lifetime. For reliability and meter reading integrity, the Proposer should be the single source of the different components of the system deriving - if possible - from one manufacturer (water & gas endpoints, water meters, gas meters, meter reading equipment and meter reading software).
The Proposer shall provide all hardware and software that together comprise the proposed AMI system. This includes meters, meter registers (in the case of retrofits), meter interface units, wire and wire connectors, data collection units, handheld programmers (if necessary).
AMI System should be capable of reading new meters as well as recently purchased solid state (Sensus iPerl) water meters and Sensus Gas Meter 700GM 2 channel SmartPoints.

ABOUT THE BUYER
The Town of Livonia, or the “BUYER” is located in Livonia, Louisiana in the Parish of Pointe Coupee. The buyer operates water & gas utilities and currently has 375 gas service connections and 865 water service connections.
The Town of Livonia Mayor or his/her designee will be the Contract Administrator for this project after contracting.
EVALUATION PROCESS
Proposals will be reviewed and ranked by the Town of Livonia. Firms shall be prepared to make a presentation to the Town of Livonia if asked to do so.

RFP INFORMATION/NOTICES
This solicitation is not a "low-bid-wins" solicitation but is an RFP issued pursuant to R.S. 38:2232, PART II-B. TELECOMMUNICATIONS AND DATA PROCESSING PROCUREMENT BY POLITICAL SUBDIVISIONS.
For ease of distributing documents, providing notice and receiving proposals, the Town has chosen to issue this solicitation as an electronic bid only as allowed under R.S. 38:2212.1(B)(4)(f).

ELECTRONIC ADMINISTRATIVE FEE
An electronic administration fee of $1500.00 applies to this RFP, payable by the winning proposer. No other fees are charged for document access, electronic advertising, bidder registration or for submitting a proposal for consideration. Payment is due upon commencement of the project, and is payable to:

JOINT USE & PIGGYBACKS
If allowed under R.S. 33:1324 (Local Services Law) the selected vendor may be asked to allow other political subdivisions to purchase from the contract the same products at the same unit price. Any joint use or piggybacks under the contract will be administered by LaMATS – https://lamats.net . Terms, conditions and administrative fees will apply.
