LEGAL NOTICE (ADVERTISEMENT) 
The City of West Monroe, LA seeks proposals for the sale and delivery to it of one (1) new 2024 or 2025 model Box Truck as specified premanufactured or converted for use in its recyclable waste program. Competitive proposals and price bids will be accepted until the deadline of 11:00 a.m., January 8, 2025 December 30, 2024, online only, at https://lamats.eauctionservices.com “BOX TRUCK CONVERSION PURCHASE (WEST MONROE)”.  
The Box Truck sought must be suitable for operating high hours and high mileage and must be commercially manufactured or a truck chassis conversion in accordance with the requirements and specifications at https://lamats.eauctionservices.com.  
In addition to price, operability and capabilities, the dealer must be able to deliver the Box Truck within a reasonable timeframe as defined in the solicitation.  
Proposers must register at https://lamats.eauctionservices.com to access the full specifications and to submit proposals and price bids.  This solicitation is open to minority and women owned enterprises and other enterprises classified as disadvantaged (DBEs), and these enterprises are encouraged to participate.  Questions regarding this solicitation may be submitted to Courtney Hornsby, Chief of Staff, City of West Monroe, chornsby@westmonroe.la.gov. 
ELECTRONIC SUBMISSION OF PROPOSALS
  • Proposals will be accepted until 2:00 pm on Jan. 8, 2025, Dec. 30, 2024, at 2:00 pm by electronic means only through LaMATS e-Auction & Bid Services (EASiBUY) https://lamats.eauctionservices.com.  
  • Registration by sellers intending to submit proposals is required.  All necessary documents, specifications and requirements are accessible after registration at https://lamats.eauctionservices.com.  
  • Sellers must follow the requirements related to proposal submissions as provided in the RFP documents.  Submission of Bids is electronic only through LaMATS e-Auction & Bid Services (EASiBUY) https://lamats.eauctionservices.com. 
  • The City reserves the right to conduct negotiations with sellers of qualified machines and to seek "best and final" offers/pricing.   
  • All proposals or bids are subject to review and acceptance of the Grantor of funds to be used to purchase the Box Truck.  The grant funds being used are considered Federal grant funds subject to "BABA" requirements and regulations (Build American/Buy American).  
ELECTRONIC PROCESSING AND ADMINISTRATIVE FEE
  • The successful seller whose proposal results in an award is responsible for payment of a $500 electronic processing and administrative fee. The electronic processing and administrative fee is payable to LaMATS e-Auction & Bid Services, 6767 Perkins Rd., Baton Rouge, LA  70808 Attn:  LaMATS Electronic Administrator upon product delivery. 
ADDENDA AND INTERPRETATIONS
  • No interpretation of the meaning of the specifications or contract documents will be made orally to any Seller. Every request for such interpretation should be in writing and emailed to Paul Holmes, LAMATS  Electronic Administrator, paul@lamats.net.
