NOTICE TO BIDDERS
The LACPC Joint Municipal Commission and Town of Welsh, LA ("Lead City") seek to purchase one (1) or more 4-TON HOT BOX Recycler Trailers to transport cold or hot mix to repair or patch utility cuts and holes in asphalt. One (1) trailer is intended to be purchased by the Town of Welsh, LA. Two (2) or more units may be placed on contingency contract for purchase by other municipal street and utility departments.
The Hot Box and Recycler will allow the transport of both hot and cold mix while keeping it at optimal temperatures during the day or night for up to 72 hours. The equipment will allow for an optional second burner to allow reclaiming and recycling asphalt.
A bidder must be able to deliver a completed, commercial-line trailer within a reasonable time frame after an order is placed.
Proposals will be accepted electronically only and are due by 10:00 am on December 20, 2024. Thereafter, the proposed trailer, equipment, capabilities and prices will be evaluated. If determined appropriate, additional price bids will be received through a reverse auction process after notice to qualified proposers.

This RFP and price offering is not a “lowest price wins” bid. The supplier will be a responsible dealer/distributor judged the most capable of delivering the specified 4-TON HOT BOX RECYCLER TRAILER as specified, within a reasonable timeframe as defined in the specifications.
Where only one award can be made, the LACPC reserves the right to waive additional price bids if the initial price bid is deemed competitive.

to access the full specifications and instructions, and to submit proposals electronically. The LACPC or the Town of Welsh may reject any or all bids as may be determined to be in its best interests.
QUANTITIES
If a bid is acceptable and a contract is awarded, the Town of Welsh, LA will purchase at least one unit. The LACPC, with the seller's consent, desires to place up to 5 additional units on contingency contract to be made available for purchase by its membership and affiliated municipalities during the 2025 Calendar Year. Any agreement to sell additional units may be subject to price increase, extended terms and increased quantities as may be negotiated.
ELECTRONIC PROCESSING AND ADMINISTRATIVE FEE
The successful seller whose proposal results in an award is responsible for payment of a 1.5% Administrative & Marketing Fee on the net sales proceeds for each trailer unit sold under the administration of the resulting sales contract. The fee is payable to LaMATS, Administrator of the LACPC Joint Municipal Commission, 6767 Perkins Rd., Baton Rouge, LA 70808 upon product delivery to a buyer.
ADDENDA AND INTERPRETATIONS
No interpretation of the meaning of the specifications or contract documents will be made orally to any Seller. Every request for such interpretation should be in writing and emailed to Paul Holmes, LAMATS Electronic Administrator, paul@lamats.net.

EVALUATION PROCESS
