LACPC -2025 Chlorine Supply Contracts Bid - (Gretna, Gonzales, Opelousas and Natchitoches)

7. Where prices from multiple vendors are equal, additional price bids through a reverse auction format may be required. (See Reverse Auction Policy under ATTACHMENTS).

Summary
This bid is intended to service the following members of the LAMATS ADMINISTERED COOPERATIVE PURCHASING COMMISSION (LACPC) for the 2025 Calendar Year:
Gretna, LA
Gonzales, LA -
Opelousas, LA
Natchitoches, LA
Each city is responsible for any and all payments under the resulting contract.
Proposals will be accepted until 2:00 pm, on December 6, 2024, for Liquid Chlorine Ton Cylinders and/or for 150 Lb. Cylinders for a period commencing on or about January 1, 2025, until December 31, 2025 (a period of one year). Where indicated, a city may issue a new bid after six months. If necessary, supplemental electronic price bids may be scheduled on or after December 6, 2024, to receive best and final price bids.
Proposals will be accepted by electronic means only. Bidders must register with LAMATS e-Auction & Bid Services at https://lamats.eauctionservices.com and under LACPC -1995 Chlorine Supply Contracts Bid to access the full specifications and to submit bids. Submission of bids is only through this website. No bid may be withdrawn for at least fifteen (15) days after close of bidding. The LACPC reserves the right to reject a bid or all bids, and to waive informalities.
Specification & Requirements
The LACPC intends to enter into a supply contract with the most responsible and responsive bidders who can deliver the required product to a listed municipality. The specifications and requirements of this solicitation are found in the document titled: “Specifications & Requirements”.
Resulting Contract
A supply contract will be negotiated with the low bidder(s), and the final terms and conditions may include provisions for renewal options or for price increases (or decreases) due to inflation or other factors. The final contract signed by a supplier will prime any conflicting terms or conditions found in this RFP. An Example Contract is included as an ATTACHMENT and must be viewed before submitting a response.
Electronic Administrative Fee
An awarded vendor shall be responsible for payment of a 1.5% ($15.00) per $1000 in sales) LACPC Administration fee based on all sales under the established contract, to LAMATS (as Administrator of the LACPC), 6767 Perkins Rd., Baton Rouge, LA 70808. The fee may not be added or tacked onto the bid but must be calculated into the bid price to determine the low bid. All fees paid will be capped at $2000 per city for the 2025 calendar year.
Participation of the LACPC
The listed cities participate in the LACPC Cooperative Purchasing Joint Commission (“LACPC”), a Louisiana Revised Statutes Title 33 Cooperative Joint Commission and an agency of its municipal participants. Any bid from a vendor who has not paid a past fee billed and owed through the LACPC will not be accepted.

The LACPC reserves the right to issue addendums to this solicitation at any time. If an addendum is issued within three (3) business days of the proposal submission date, then the LACPC may extend the bid deadline if judged prejudicial to a registered bidder. No interpretation of the meaning of the specifications or documents will be made orally to any Proposer. Every request for such interpretation regarding the solicitation must be in writing and emailed to Paul Holmes, Electronic Administrator - lacpc@lamats.net. To be given consideration, such requests must be received sufficiently prior to the date fixed for submission of proposals and/or bidding to permit distribution of response to all proposers.
Proposers should not contact city personnel directly regarding the solicitation. Your requests will be forwarded to the city's representatives by the Electronic Administrator. All technical questions regarding registration, submittal of bids and use of the electronic bid platform may be directed to Paul Holmes, at LACPC@lamats.net.
Selection of Lowest Responsible and Responsive Bidder
Selection of the lowest responsible and responsive bidder is solely the responsibility of a city's purchasing agents and bidders must be prepared to clarify price, terms and conditions when asked.
