The LACPC seeks best price offers on a new Quick Valve Start System and accessories as specified in the Request for Offers.  Price offerings are due no later than August 28, 2024, at 2:00 pm CT. An award, if any, will not be made before September 6, 2024. Responses shall be submitted electronically only on this platform:https://lamats.eauctionservices.com. All requirements, specifications and documents are found at https//lamats.eauctionservices.com under the ATTACHMENTS section. Registration is required to access ATTACHMENTS.  There is no cost to register or to submit an offer.

The LACPC is a Louisiana joint commission and interlocal agency that assists in creating joint-use contracts for its commission members.  The City of Pineville, LA (Commission member) is a confirmed, interested buyer. The City reserves the right to reject all offers that do not comply with the specifications.   

The LACPC may use the reverse auction provisions of R.S. 38:2271 where more than one offering qualifies to be accepted.  The LACPC reverse auction policy, if applicable, is found under ATTACHMENTS. Where the reverse auction process is used, qualifying vendors will be notified of the time and date additional price offers will be received.

Pineville is a member of the LACPC Municipal Joint Commission and seeks financing and pricing with the Commission's assistance.  In addition to the opportunity of selling to the City of Pineville, the LACPC may place up to 2 additional units of each machine on a contingency supply contract until March 31, 2025.  See https://lacpcjointcommission.org. The LACPC Municipal Joint Commission is an RS 33:1324 interlocal government agency that serves its members who cooperatively share the costs of creating and administering contracts. 

The seller of the contracted equipment under the resulting purchase order will be responsible for paying a 2% fee on the net sale price of the first unit and accessories sold.  Thereafter, a 1.5% fee will apply to each subsequent sale of either a QUICKVALVE STARTUP PKG. COMPLETE STA or TAPN & DRILLING MACHINE or as otherwise negotiated.   Fees are payable to: LAMATS, Administrator of the LACPC Municipal Joint Commission, 6767 Perkins Rd., Baton Rouge, LA 70808.

Where more than one offering meets the specifications, the LACPC reserves the right to conduct additional online price bids (Reverse Auction) to be scheduled and noticed (if applicable) after the offer deadline.
