Regenerative Street Sweeper Supply Contract
Summary
The LACPC is an interlocal agency, a joint purchasing commission comprised of 22 Municipal Participants and over 50 affiliated local governments. The purpose of this RFP is to create a supply contract for medium-priced, regenerative street sweepers and to immediately secure one (1) on behalf of Pineville, Louisiana. It is estimated that the LACPC membership and affiliates will need up to five (5) Regenerative Street Sweepers during fiscal year 2025 (commencing July 1, 2024). Pricing shall apply to lease, lease-purchase and to purchase of the selected street sweeper.
Product and price proposals to sell and to deliver the street sweepers will be accepted online only through LaMATS e-Auction & Bid Services (EASiBUY) at https://lamats.eauctionservices.com and shall be submitted only on the proposal form(s) provided, and including all documentation requested. Thereafter, the LACPC will select a make and model of Street Sweeper to place on contract for FY 2025.
Proposers must register at https://lamats.eauctionservices.comto fully review the bid package, upload/submit Proposals and to submit price bids. Product & price proposals will be submitted online by Friday, July 12, 2024, at 2:00 pm. Thereafter, if more than one qualifying Street Sweeper is proposed, best and final pricing will be determined by a reverse auction process under La. R.S. 38:2271 as may be noticed to the qualifying vendors.
The desired street sweeper make and model is the Model 600 Regenerative Sweeper by Tymco with an International Chassis. However, comparable chassis and street sweepers within the same price range and class will be considered.
Specification & Requirements
The City of Pineville, LA has requested to purchase or lease one (1) new model Street Sweeper as specified. Please Refer to the Proposal Response Sheet and the Pricing Response Sheet for Required Specifications and Requirements.
Electronic Administrative Fee
An electronic processing and administration fee of 1% of the accepted bid price is payable directly to LaMATS, as Administrator of the LACPC, 6767 Perkins Rd., Baton Rouge, LA 70808, by the awarded vendor upon payment for the initial street sweeper purchased under the resulting contract. Thereafter, an administrative fee of .75% will apply to each additional sale.

Addendums and Interpretations
- The LACPC reserves the right to issue addendums to this solicitation at any time. If an addendum is issued within three (3) business days of the Proposal submission date, then the bid deadline may be extended if judged prejudicial to a registered bidder.
- No interpretation of the meaning of the specifications or documents will be made orally to any Proposer. Every request for interpretation must in writing and emailed to Paul Holmes, Electronic Administrator - paul@lamats.net. To be given consideration, such requests must be received sufficiently prior to the date fixed for submission of proposals to permit distribution of response to all proposers. Proposers should not contact any municipal personnel directly in regard to the solicitation after issuance of this solicitation.
