LEGAL NOTICE (ADVERTISEMENT) 
The City of West Monroe, LA seeks proposals for the sale and delivery to it of one (1) CLOSED-END HORIZONTAL BALER for use in its recyclable waste program. Competitive proposals and price bids will be accepted until the deadline of 11:00 a.m., July 1 15, 2024, online only, at https://lamats.eauctionservices.com, “CITY OF WEST MONROE CLOSED-END HORIZONTAL BALER PURCHASE.”  
The machine sought must be designed for long hours of operation and must be a commercially manufactured industrial grade baler manufactured for the purpose of securing and baling recyclables in large quantities in accordance with the requirements and specifications at https://lamats.eauctionservices.com.  In addition to price, operability and capabilities, the manufacturer or distributor must be able to deliver a machine within a reasonable timeframe as defined in the solicitation.  
Proposers must register at https://lamats.eauctionservices.com to access the full specifications and to submit proposals and price bids.  This solicitation is open to minority and women owned enterprises and other enterprises classified as disadvantaged (DBEs), and these enterprises are encouraged to participate.  Questions regarding this solicitation may be submitted to Courtney Hornsby, Chief of Staff, City of West Monroe, chornsby@westmonroe.la.gov. 
ELECTRONIC SUBMISSION OF PROPOSALS
  • Proposals will be accepted until July 1 15, 2024, at 11:00 am by electronic means only through LaMATS e-Auction & Bid Services (EASiBUY) https://lamats.eauctionservices.com.  
  • Registration by sellers intending to submit proposals is required.  All necessary documents, specifications and requirements are accessible after registration at https://lamats.eauctionservices.com.  
  • Sellers must follow the requirements related to proposal submissions as provided in the RFP documents.  Submission of Bids is electronic only through LaMATS e-Auction & Bid Services (EASiBUY) https://lamats.eauctionservices.com. 
  • The Town reserves the right to conduct negotiations with sellers of qualified machines and to seek "best and final" offers/pricing.   
ELECTRONIC PROCESSING AND ADMINISTRATIVE FEE
  • The successful seller whose proposal results in an award is responsible for payment of a $300 electronic processing and administrative fee. The electronic processing and administrative fee is payable to LaMATS e-Auction & Bid Services, 6767 Perkins Rd., Baton Rouge, LA  70808 Attn:  LaMATS Electronic Administrator upon product delivery. 
ADDENDA AND INTERPRETATIONS
  • No interpretation of the meaning of the specifications or contract documents will be made orally to any Seller. Every request for such interpretation should be in writing and emailed to Paul Holmes, LAMATS  Electronic Administrator, paul@lamats.net. 
  • Technical questions regarding registration, submittal of bids and use of the electronic bid platform should also be directed to Paul Holmes, Electronic Administrator, paul@lamats.net.

POSTED ADDENDUMS
1. Addendum #1 has deleted the original Price Form and has substituted a corrected form labeled, "Horizontal Closed End Baler Price Form". Please use this price form only.
2. Addendum #2 requires completion of a Build America/Buy America "BABA" Disclosure Form.  Please complete and submit the form found under Attachments.
3. Addendum #3 extends the submission deadline until 11:00 am, on July 15, 2024.  The extension is issued without readvertisement in the city's journal of record. The extension is necessary to provide adequate time to complete and to return the BABA Disclosure Form.
