RFP SUMMARY (SEE ATTACHMENTS FOR FULL RFP SPECIFICATIONS AND REQUIREMENTS)
Intent. The Union Parish Police Jury (a.k.a., the UPPJ, the Parish) owns and operates the Union Parish Sanitary Landfill (a.k.a., the UPSL, the Site, the Facility, the Landfill) which is located at 120 Landfill Road, Farmerville, Union Parish, Louisiana. The UPPJ is seeking Proposals from qualified Proposers to fund, design, construct, and operate a Gas Collection and Control System (GCCS) and a Landfill Gas Processing and Distribution Facility (i.e., the Contractor’s Facility and the Sales Interconnection Point) at the Union Parish Sanitary Landfill and for the UPPJ to receive a royalty payment from the sale of such Landfill Gas by Contractor.
Facility Background. The Facility is a Type II and a Type III non-hazardous solid waste landfill. Type II wastes generally consist of Municipal Solid Wastes (MSW) and commercial wastes. Type III wastes generally consist of Construction and Demolition Debris (C&D), woodwastes, and yard wastes. Waste types are defined in LAC 33:VII.115. The Facility has applied for authorization to receive Type I (industrial) nonhazardous solid wastes through a solid waste permit modification application submitted to the governing agency, the Louisiana Department of Environmental Quality (LDEQ). LDEQ has deemed the application Technically Complete and approval is expected in the near future. Type II/III landfill operations are authorized under Solid Waste Standard Permit No. P-0179-R2 for Agency Interest No. 69378 at Site ID No. TD-111-0108. Air Emissions from the Facility are governed by the Facility’s Title V Permit No. 2920-00067-V0. The Facility is located in Farmerville, Union Parish, Louisiana.

Obtaining the RFP. The Request for Proposals (RFP) document can be obtained in two ways as a single 86-page PDF document. The PDF will be searchable and bookmarked by section for ease of review.

2) The RFP may also be downloaded as a single PDF document from the Louisiana Municipal Advisory and Technical Services Bureau (LaMATS) website at https://lamats.eauctionservices.com.
Users must create an account, but no fee is required. The UPPJ will NOT provide hard copies of the RFP. Any Addenda issued for this RFP will be available for download at the above-listed LaMATS website.
Addenda can also be obtained from the Consultant by emailed request. Proposers must check with Consultant to determine if an addendum has been issued prior to submitting a Proposal.
Proposal Submittal. The Proposer’s Proposal can be submitted in two ways:
