SUMMARY

Tallulah is a city in, and the parish seat of, Madison Parish in northeastern Louisiana, United States. As of the 2020 census, the population was 6,286, down from 7,335 in 2010. The City’s Downtown was once a booming commercial area but is currently half vacant with dilapidated historic buildings. The City has identified primary sites for redevelopment which will require Environmental Site Assessments over the next four years.
The City also intends to apply for site specific Brownfield Clean-up Grant(s) from the U.S. Environmental Protection Agency (EPA) to remediate some or all of the eligible properties assessed through the study.
The City of Tallulah, Louisiana (“City” or “Tallulah”) has received an EPA Brownfields Assessment Grant ($500,000) to conduct Environmental Site Assessments of up to 17 targeted sites (buildings). The EPA grant performance period is October 2023 through September 2027. The City intends to hire a qualified firm or team of firms, hereinafter referred to as “Consultant/Contractor,” to conduct environmental services for the City of Tallulah Brownfields program. The City will procure environmental consultant services in accordance with the EPA terms and conditions of the Cooperative Agreement.
The Consultant/Contractor will be selected according to selected criteria outlined in the RFP/RFQ and will provide technical services to the City with respect to the assessment of eligible properties (and other programs) including:
1.Conducting environmental assessments and/or remediation activities meeting regulatory state requirements
2. Quality Assurance Project Planning (QAPP)
3. Performing closure reporting
4. Conducting community outreach
