  1. You must register by using the "Start a Response" button. After registering, you will access and review all of the RFP Documents under Attachments.  You should then complete the tasks listed under the TASKS Bar by reading and clicking each. 
  2. You should check this site regularly for updates, addendums, posting of forms and additional Tasks under the Tasks Bar.
  3. Your completed proposal (and required forms) will be submitted by using the "Recipients Will Drag & Drop Files Here" function.  It is advisable to wait to submit your proposal until after the Final Addendum Posting Deadline Date. (See Expected RFP Timeline below).
  4. Unless the submission deadline is extended, proposals are due no later than October 17, 2023, at 10:00 a.m., Denham Springs local time.

     RFP for FEMA NFIP Floodplain Management Firms 

The City of Denham Springs, Louisiana seeks electronic proposals from FEMA NFIP Floodplain Management Firms to assist in mitigating future threats to public safety, as well as to residential and commercial structures within the community of Denham Springs. 
Proposals are due by Tuesday, October 17, 2023, at 10:00 a.m. local time by electronic submission only.  Reasonable accommodation will be made for firms unable to submit their proposal electronically, up to and including submission of sealed, paper proposals. 
Electronic services for this RFP are provided through the LACPC Joint Municipal Commission on its electronic platform https://lamats.eauctionservices.com.  All interested firms must register at https://lamats.eauctionservices.com to download the RFP Documents and to submit their proposal. 
The selected contractor will provide damage determination planning, public outreach, preliminary damage assessments, inspections, determinations, and appeals process after a natural or manmade disaster as directed by the city, and will also provide disaster recovery, damage determinations, and technical program management assistance.  The contractor will also stay current on NFIP requirements for substantial damage and substantial damage improvements, as well as state laws/regulations and city ordinances and building codes, etc. The successful Contractor(s) may be awarded a contract for up to three (3) years with an option to renew for an additional one (1) year period.  For a complete listing of requested services, potential proposers must register and download the RFP document packet.

PROPOSAL EVALUATION CRITERIA

EVALUATION CRITERIA: The evaluation criteria define the factors that will be used by the evaluation committee to evaluate and score responsible and qualified proposals. Prospective contractors shall include sufficient information to allow the evaluation committee to thoroughly evaluate and score their proposals. Each proposal submitted shall be evaluated and ranked by an evaluation committee comprised of employees of the City of Denham Springs.

Number of years and degree of experience in this field. • Proof of satisfactory or better performance on contracts of similar scope and size: references and letters of reference should verify successful completion of similar projects. • In house and client training capabilities: provide certification of inspection, Substantial Damage Estimator (SDE) tool or other applicable tool training certificates.
Experience/Knowledge…………………………………………………25% 
Education and experience of key team members and prospective contractor personnel in area identified under experience of prospective contractor: identify senior, project management, and inspectors. • Prospective contractor's knowledge and experience of substantial damage determinations process and FEMA's Substantial Damage Estimator (SDE) Tool.

Experience of prospective contractor in previous similar projects. • Technical approach of the prospective contractor to mobilize and perform the many aspects of the work. • Ability to respond in a timely manner with the necessary resources as the need arises.

Pricing schedule will be per structure and will be evaluated for rationality.
