Request for Proposals and Reverse Auction Bids
LEGAL ADVERTISEMENT
The LACPC seeks proposals for two (2) new Cheverolet Tahoe PPVs to be supplied with purchaser chosen upfits/options. All deliveries will be accepted, and payment will be made by the purchaser at the dealership. Proposers must be able to accommodate pickup within a reasonable timeframe. Proposals are due electronically by 11:00 a.m. on August 14, 2023. Where available, the LACPC reserves its right to order and receive an additional eight (8) vehicles.
Proposals will be submitted electronically only through https://lamats.eauctionservices.com. Unless waived, the LACPC reserves its right to establish final pricing through a reverse auction process under La RS 38:2217.
The RFP and Bid documents, information and specifications are available by registering at https://lamats.eauctionsevices.com and downloading same. The RFP Electronic Administrator is Paul Holmes, LACPC Contracts Administrator, 6767 Perkins Rd., Baton Rouge, LA 70808, (225) 678- 6107 (Bus. Cell), lacpc@lamats.net. The LACPC Commission City (Sponsor) is Leesville, LA and shall have first option to purchase any offered vehicles.
This RFP is not a “lowest-price-wins” bid. The vendor must be a responsible contractor/dealer judged the most capable of providing the required vehicles and accommodating pickup within a reasonable timeframe as defined in the RFP Documents.
Proposals are to be submitted in the format required, including any pricing and specification forms included, along with any other documentation that must be signed. Proposers must register at https://lamats.eauctionservices.com (LACPC/EASiBUY Bid Platform) to access the full RFP specifications and to submit proposals electronically. Terms and conditions apply.

Electronic Instructions

Notifications
All notification to vendors, including addendums and changes, will be by email to the vendor's registered representative's email address.

Price Bids (Reverse Auction)
The specifications provided herein represent the type, capacity and quality of the vehicles being sought, and are not exclusive. Where more than one vendor's offered vehicle can be accepted, the city reserves its right to conduct additional best and/final price bids (or offerings of accessories) through a scheduled reverse auction process.
Administrative Fee
The winning vendor is required to pay an electronic administrative fee in the form of a rebate of $500 per vehicle. Any price offering must take into account the payment of this fee. The Administrative Fee is paid directly to: LaMATS, as Administrator of the LACPC, 6767 Perkins Rd, Baton Rouge, LA 70808.

Additional Instructions
- After registering, a vendor may select to submit their offer by proxy by waiving confidentiality of their price and submitting an “open priced” offer directly to the bid administrator.
- Vendors who sell new motor vehicles and are registered to do business in the State of Louisiana, must be licensed by the Louisiana Motor Vehicle Commission. Louisiana Motor Vehicle Dealers are required to submit their license number with their proposal.
