CITY OF GRETNA PURCHASE OF PUMPS/ACCESSORIES -- SUMMARY
Proposals will be accepted until 2:00 on, Friday, June 29, 30, 2023, for:
Two (2) AGITATOR PUMP 10" Agitator Submersible Pump, 75 HP, 460 Volt, 1500 GPM @ 95' Head
Two (2) AGITATOR PUMP 4" High Volume Agitator Submersible Pump, 8HP, 460 Volt, 250 GPM @ 43' Head
One (1) CONTROL PANEL 3 Phase, Duplex Control Panel, Heavy Duty, 208/230/460 Multi Voltage. On-Off Float, with High Alarm
To ensure compatibility, all pumps and panels should be of one make/brand from one supplier. Total pricing must include shipping/delivery to the City of Gretna.
If more than one supplier can provide pumps and accessories that can meet the required specifications, then best and final offers may be determined through additional price bids to be scheduled online (reverse auction) after July 7, 2023 (due to the 4th of July Holiday). Suppliers will be notified of the date and time of best and final offers (if applicable).
Bidders must register with LaMATS e-Auction & Bid Services at https://lamats.eauctionservices.com to access the full specifications and to submit proposals. Submission of bids is online only and through this website. No bid may be withdrawn for at least 30 days after close of bidding. For questions regarding the electronic bidding process please contact Paul Holmes, Contracts Administrator at LACPC@lamats.net. The City of Gretna reserves the right to reject all bids and to waive informalities. The pricing established herein is specifically for the City of Gretna, Louisiana.
Specification & Requirements
This is a low bid solicitation. The City of Gretna intends to enter into a purchase contract with a responsible and responsive bidder who can deliver the required products to the City of Gretna within a relatively short production timeframe.
Electronic Administrative Fee
If awarded as the low bidder, the awarded vendor shall be responsible for payment of a $400.00 electronic administration fee, to LAMATS (as Administrator of the LACPC), 6767 Perkins Rd., Baton Rouge, LA 70808. The fee may not be added or tacked onto the bid but must be calculated into the bid price to determine the low bid. (Please note that the LACPC does not charge suppliers an access fee to access bid information, specifications or to bid. There is no network to join or fee to pay to receive notification of this bid opportunity or to bid electronically).
Proposal Opening
The results will be transmitted from 6767 Perkins Rd., Baton Rouge, LA to Gretna City Hall, at the bid deadline and will be publicly read to interested bidders. Otherwise, the results will be transmitted to all registered bidders electronically to their registered email addresses.
Participation of the LACPC
- The City of Gretna cooperates with the LACPC Cooperative Purchasing Joint Commission, a Louisiana Revised Statutes Title 33 Cooperative Joint Commission and instrumentality of its municipal participants.
- The LACPC may ask awarded vendors to preserve their final price and product offering for up to one year and offer same to Participating Municipalities. Additional sales through this solicitation are entirely on a voluntary basis.

Addendums and Interpretation
- The LACPC reserves the right to issue addendum’s to this solicitation at any time. If an addendum is issued within three (3) business days of the proposal submission date, then the LACPC may extend the bid deadline if judged prejudicial to a registered bidder.
- No interpretation of the meaning of the specifications or documents will be made orally to any Proposer. Every request for such interpretation regarding the solicitation must be in writing and emailed to Paul Holmes, Electronic Administrator - paul@lamats.net. To be given consideration, such requests must be received sufficiently prior to the date fixed submission of proposals and/or bidding to permit distribution of response to all proposers. Proposers should not contact any City of Gretna personnel directly in regard to the solicitation. Your requests will be forwarded to Betsy Morgan, Finance Department by the Electronic Administrator.

Selection of Lowest Responsible and Responsive Bidder
Selection of the lowest responsible and responsive bidder is solely the responsibility of the City of Gretna.
Addendums
#1 -- The due date for proposals has been clarified. The due date is Friday, June 30, 2023, at 2:00 pm.
#2 -- The city will accept substantially similar specifications of same quality, size and functionality of the specific brands of agitator pumps specified.
#3 -- Reverse Auction Policy (Best and Final Offers) policy has posted. Best and Final Offers may be accepted where 2 or more suppliers offer substantially the same product at or near the same price.
#4 -- Gretna (LACPC) Revised Bid Page - Agitator Pumps - (allows space to insert alternate make, brand and models of agitator pumps)
#5 -- Addendum #5 adds Task #5 which should be reviewed and clicked to acknowledge. It reads: "Task 5) Click here to confirm your understanding that required documents are uploaded on this platform by using the "Recipients Will Drag and Drop Here" function. Your documents have been submitted/received when they appear on your screen as having been uploaded. However, receipt may be confirmed by contacting paul@lamats.net."
