2023 Tier IV Street Sweeper Purchase
Summary
The LACPC is an interlocal purchasing joint commission comprised of 21 Municipal Participants and over 50 affiliated municipalities. The purpose of this RFP is to create a supply contract for Tier IV Street Sweepers and to immediately secure one (1)Tier IV Street Sweeper on behalf of Gretna, Louisiana. It is estimated that the LACPC membership and affiliates will need up to five (5) Tier IV Street Sweepers during fiscal year 2024 (commencing July 1, 2023).
Product and price proposals to sell and to deliver the street sweepers will be accepted online only through LaMATS e-Auction & Bid Services (EASiBUY) at https://lamats.eauctionservices.com and shall be submitted only on the proposal form(s) provided, and including all documentation requested. Thereafter, the LACPC will select a make and model of Street Sweeper to place on contract for calendar year 2023.
Proposers must register at https://lamats.eauctionservices.comto fully review the bid package, upload/submit Proposals and to submit price bids. Product & price proposals will be submitted online by Friday,April 7, 2023, at 2:00 pm on Tuesday, April 11, 2023. Thereafter, if more than one qualifying Street Sweeper is proposed, best and final pricing will be determined by a reverse auction process under La. R.S. 38:2271 as may be noticed.
Specification & Requirements
The City of Gretna has requested to purchase one (1) new model Tier IV Street Sweeper as specified. Please Refer to the Proposal Response Sheet and the Pricing Response Sheet for Required Specifications and Requirements.
Electronic Administrative Fee
An electronic processing and administrator fee of 2% of the accepted bid price is payable directly to LaMATS, as Administrator of the LACPC, 700 North Tenth Street, Baton Rouge, LA 70802 by the awarded vendor upon payment for the initial street sweeper purchased under the resulting contract. Thereafter, an administrative fee of 1.5% will apply to each additional sale.

Addendums and Interpretations
- The LACPC reserves the right to issue addendums to this solicitation at any time. If an addendum is issued within three (3) business days of the Proposal submission date, then the bid deadline may be extended if judged prejudicial to a registered bidder.
- No interpretation of the meaning of the specifications or documents will be made orally to any Proposer. Every request for interpretation must in writing and emailed to Paul Holmes, Electronic Administrator - paul@lamats.net. To be given consideration, such requests must be received sufficiently prior to the date fixed for submission of proposals to permit distribution of response to all proposers. Proposers should not contact any municipal personnel directly in regard to the solicitation after issuance of this solicitation.
