Mooringsport RFP for LED Lighting Upgrade

PROPOSALS, addressed to the Village of Mooringsport will be received physically at the Village Hall, by mail at PO Box 9, Mooringsport, LA 71060 or online at by 10:30 am, Thursday, December 8, 3:30 pm, December 7, by 3:30 pm, December 6, 10:30 am, December 5, 2022. Thereafter, bid will be opened publicly and announced for the following project:
Furnish and install LED lighting in and around the village's administration building and other village facilities as provided more fully in the RFP specifications.  
A complete bid packet may be obtained in person from the Village Clerk at 122 Croom Street, Mooringsport, LA or may be accessed and downloaded at .  Unless registered electronically, it shall be the Bidder's responsibility to make inquiry as to any Addend issued.  Bidders registered electronically will receive notice of all changes and Addenda by email.
Unless it is waived (due to hardship) an electronic administrative fee of $500 will be paid by the winning contractor regardless of whether a bid is submitted electronically or physically.   An acceptable Bid Bond, Cashier's Check, or Certified Check payable to the Village of Mooringsport, in an amount of (5%) percent of the bid amount bid amount, including additive alternatives, must accompany the bid. Negotiable Bid Bonds will be returned to the unsuccessful bidder as soon as possible, or not more than 45 days after the opening of bids. All bonds applicable to this transaction must be accompanied by an original Power of Attorney.  The bidder’s attention is called to the “Equal Opportunity Clause” set forth in the bid documents.
The Village of Mooringsport reserves the right to reject any and/all proposals for just cause and to waive insignificant requirements.
Bid Bond
If submitting your proposal electronically, a copy of the original bid security in the form of a bid bond or cashier's check must be included with your proposal.  If submitting your proposal by mail or physically delivered, then you must include the original bid bond or cashier's check in your proposal submission.

50% Price
25% References
25% Quality of the Types and Brands of lighting components offered, Warranties and timeline/installation processes proposed.
Evaluation Process
At the bid opening to be conducted at the town hall, only the proposer's name, the proposers license number and the Area Price Quotes will be revealed and will then be included in a Preliminary Bid Tabulation.
Thereafter, the town will apply the competitive evaluation criteria to all proposals, including verifying licensure of contractors.
The town reserves the right to orally discuss with proposers to clarify offerings or to negotiate price offerings.  Discussion may, but are not required, to lead to increases or reductions in a proposer's scores.
A Notice of Intent to Award will be issued to the proposer with the overall highest evaluation score.  Thereafter, the chosen proposer will complete a signed contract within the timeframe provided.
