(Village of Forest Hill) Automatic Meter Reading (AMR) Project

The LACPC electronic portal has been designated as the site to submit your Proposal electronically in response to the Village of Forest Hill RFP for AMR Water & Gas Meters.

SUMMARY
The Village of Forest Hill’s primary objective is to contract with a qualified vendor to provide an Automatic Meter Reading (AMR) System for Water & Gas Utilities. This RFP will cover a system-wide AMR Mobile Read implementation. The Village of Forest Hill wishes to obtain a system that provides the best long-term value over the systems lifetime. For reliability and meter reading integrity, the Proposer shall be the sole source of the different components of the system deriving - if possible - from one manufacturer (water & gas endpoints, water meters, gas meters, meter reading equipment and meter reading software).
The Proposer shall provide all hardware and software that together comprise the proposed AMR system. This includes meters, meter registers (in the case of retrofits), meter interface units, wire and wire connectors, data collection units, handheld programmers (if necessary).
PROPOSALS
Proposals are to be submitted electronically only on through https://lamats.eauctionsevices.com. Registration through this site is required to access all RFP documents. Proposals are due by September 29, 2022, at 2:00 pm.

This is not a "low bid" solicitation but is an RFP issued pursuant to R.S. 38:2232, PART II-B. TELECOMMUNICATIONS AND DATA PROCESSING PROCUREMENT BY POLITICAL SUBDIVISIONS.
The Village of Forest Hill has chosen to issue this solicitation as an electronic bid only as allowed under R.S. 38:2212.1(B)(4)(f).
Electronic Administrative Fee
An electronic administration fee of $800 applies to this RFP, payable by the winning proposer. Payment is due upon commencement of the project, and is payable to: LaMATS, as Administrator of the LACPC Municipal Joint Cooperative Commission, 700 North Tenth Street, Baton Rouge, LA 70802.

ADDENDUM # 1 Provides notice that the Notice (now "RFP Advertisement") and the Proposal Package have been corrected to note that Proposals are due by September 29, 2022, at 2:00 pm. The correction also is meant to clarify that all Proposal submissions are by electronic means only through https://lamats.eauctionservices.com.
ADDENDUM #2 Provides notice that the Proposal Package has been corrected. The last line item to be priced has been changed to a quantity of "900" instead of "120". Please discard any version of the Proposal Package that asks for "120" instead of "900".
