                                      BID SUMMARY


PUMP STATION #3 UPGRADE AND DOWNTOWN STREETSCAPE FOR YOUNGSVILLE
The project generally consists of installing a sewer force main to serve the existing pump station, and performing gravity sanitary sewer and storm sewer repair/rehabilitation, widening and improving Lafayette Street and Church Street, and constructing parking, landscaping, and street lighting improvements and other appurtenant and related items of work.
BID DEADLINE
The due date for bids has been extended until Tuesday, January 18, 2022 at 11:00 a.m.
ACCEPTANCE OF ELECTRONIC BIDS ONLY
The City of Youngsville will receive bids electronically only. Bidders may access bid information, the specifications, and bid documents online through LaMATS e-Auction Services (EASiBUY) at https://lamats.eauctionservices.com. There is no charge to register, to access the electronic bid documents online or to submit electronic bids. Registered bidders will receive electronic notification of any changes or addendums to the solicitation. Questions related to electronic bidding or accessing information/documents electronically should be directed to Paul Holmes, paul@lamats.net. Bids will be downloaded, opened and publicly read aloud after the specified closing time at the City of Youngsville, Council Chambers, 305 Iberia Street, Youngsville, LA 70592.
REASONABLE ACCOMODATION
Reasonable accommodation can be made for any bidder deemed unable to access adequate internet service for electronic access or bidding by contacting the Electronic Administrator. However, paper bids by hand delivery, courier or by mail will not be accepted. Bids uploaded past the bid deadline will not be accepted.
PREBID CONFERENCE
Pre-Bid Conference: A Pre-Bid Conference will be held at 1:30 p.m. local time on Tuesday, January 4, 2022, at the Youngsville City Hall, Council Chambers, 305 Iberia Street, Youngsville, LA. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are strongly encouraged to attend and participate in the conference.
BID SECURITY

Each Bid shall be accompanied by Bid security made payable to the City of Youngsville, in an amount of at least five percent of the Bidder's maximum Bid price and in the form of a cashier’s or certified check, or a Bid Bond in accordance with LA R.S. 38:2218. The check or Bid Bond shall be given as a guarantee that the Bidder will execute the Agreement, should it be awarded to him. Bidders shall submit a clear copy of their original and properly executed Bid Bond or bid security with their electronic bid. The apparent low bidder must ensure their original bid security is delivered within 5 business days, exclusive of weekends and holidays, directly to the Engineer’s office address.

APPLICABLE ELECTRONIC / ADMINISTRATIVE FEE 
An Electronic Processing/Administrative Fee of $900.00 will be paid by the awarded contractor upon submission of the finalized construction agreement contract. Payment must be in the form of a cashier’s check made payable to: LaMATS, Electronic Administrator.
NOTICE OF REQUIREMENTS
Contractors submitting bids shall be licensed under Louisiana License No. R.S. 37:2150-2164 and shall be classified under Municipal & Public Works construction. The Bidder shall show his license number on the bid and on the sealed envelope submitting the bid.

No bidder may withdraw his bid for at least one hundred twenty (120) days after the time scheduled for the opening of bids. Each bid shall be submitted only on the Contractor's Bid Form furnished by the Engineer.

Attention is particularly called to the requirements as to conditions of employment to be observed under the Contract, Executive Orders 11625 and 12138, Women's and Minority Business Enterprise; 12549, Debarment and Suspension, 11246, Equal Employment Opportunity and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.

Funding for this project shall be through the Louisiana Department of Environmental Quality State Revolving Loan Fund. All contractors and sub-contractors will be required to comply with the Title 29 – Labor, Subpart A – Davis-Bacon and Related Acts Provisions and Procedures.
