NOTICE TO BIDDERS (Summary Only)
Type of Bid: Public Works Bid (Electronic Sealed Bid)
Work to include: site work, site utilities, concrete foundation, cmu block work, wood roof truss, metal roofing, spray foam insulation, plumbing, mechanical, electrical, etc., all as developed by the Project Engineer. To qualify to bid, each bidder shall be a Contractor in accordance with Louisiana Revised Statutes 37:2150-2163 for the specialty classification of Building Construction. Contractors desiring to bid shall submit evidence that they hold license of proper classification in full force and effect at the time the bidding documents are requested from the office of the Engineers. The Contractor shall show his license number on the bid form and as required online. Bids must be submitted on forms provided by the Engineer. Electronic Registration: Unless marked confidential, all bidder information and bid submittals will be electronically recorded and stored with an Electronic Administrator to accommodate public and vendor public records requests. The Electronic Administrator for this bid is LaMATS e-Auction Services (EASiBUY), 700 North Tenth Street, Baton Rouge, LA 70802, Paul Holmes, paul@lamats.net.
Electronic Bids/Online Access: The bid submission deadline is Tuesday, December 21, 2021 at 2:00 pm. The City of Youngsville will receive bids electronically only. Bidders may access bid information, the specifications, and bid documents online through LaMATS e-Auction Services (EASiBUY) at https://lamats.eauctionservices.com.
There is no charge to register, to access the electronic bid documents online or to submit electronic bids. Once registered, a bidder will receive electronic notification of any changes or addendums to the solicitation. Questions related to electronic bidding or accessing information/documents electronically should be directed to Paul Holmes, paul@lamats.net. The City of Youngsville is a participant in the LACPC Municipal Purchasing Cooperative Commission. Registered contractors' information will remain on file to receive notice of bids by other LACPC participants.
Reasonable accommodation can be made for any bidder deemed unable to access adequate internet service for electronic access or bidding by contacting the Electronic Administrator. Paper bids by hand delivery, courier or by mail will not be accepted. Bids uploaded past the bid deadline will not be accepted. Bids will be downloaded, opened and publicly read aloud after the specified closing time at the City of Youngsville, Council Chambers, 305 Iberia Street, Youngsville, LA 70592.
Bid Security: Each Bid shall be accompanied by Bid security made payable to the City of Youngsville, in an amount of at least five percent of the Bidder's maximum Bid price and in the form of a cashier’s or certified check, or a Bid Bond in accordance with LA R.S. 38:2218. The check or Bid Bond shall be given as a guarantee that the Bidder will execute the Agreement, should it be awarded to him. Bidders shall submit a clear copy of their original and properly executed Bid Bond or bid security with their electronic bid. The apparent low bidder must ensure their original bid security is delivered within 5 business days, exclusive of weekends and holidays, directly to the Engineer’s office address.
Applicable Electronic /Administrative Fee: An Electronic Processing/Administrative Fee of $900.00 will be paid by the awarded contractor upon submission of the finalized construction agreement contract. Payment must be in the form of a cashier’s check made payable to: LaMATS, Electronic Administrator.
Pre-Bid Conference: A Pre-Bid Conference will be held at 10:00 a.m. local time on Thursday, December 9, 2021 at the Foster Park, 399 4th Street, Youngsville, Louisiana. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are strongly encouraged to attend and participate in the conference.
