Water Meter Replacement City of Patterson Sealed written bids for the Water Meter Replacement will be received by the City of Patterson until 2:00 p.m. local time on Thursday, January 27, 2022 Monday, February 7, 2022, at the Patterson City Hall, Council Meeting Room, 1314 Main Street, Patterson, Louisiana 70392, at which time and place said bids will be publicly opened and read aloud.  Any bid received after the announced closing time will be returned unopened. Bids received prior to the time of the scheduled bid opening will be securely kept unopened. No bid received after the scheduled time for opening will be considered. Failure of the U.S. Mail or of any express carrier or delivery service to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended. 

Electronic Registration: Unless marked confidential, all bidder information and bid submittals will be electronically recorded and stored with an Electronic Administrator to accommodate public and vendor public records requests. The Electronic Administrator for this bid is LaMATS e-Auction Services (EASiBUY), 700 North Tenth Street, Baton Rouge, Louisiana 70802, Paul Holmes, paul@lamats.net.

Electronic Bids/Online Access: In addition to mailed and hand delivered bids, the City of Patterson will receive bids electronically. Any bidder, whether or not submitting bids electronically, may access bid information, the specifications, and bid documents online through LaMATS e-Auction Services (EASiBUY) at https://lamats.eauctionservices.com. This advertisement, as well as the electronic bid process and procedures, can be accessed online through https://lamats.eauctionservices.com. Electronic bids will be submitted up to the bid deadline and will be secured until bid opening. Late electronic bid submissions will not be accepted. There is no charge to register, to access the electronic bid requirements, or to submit electronic bids. Any bidder who is registered will receive electronic notification of any changes or addendums to the solicitation. Questions related to electronic bidding or accessing information/documents electronically should be directed to Paul Holmes, paul@lamats.net. Reasonable accommodation will be made for any bidder deemed unable to access adequate internet service for electronic access.

Applicable Electronic/Administrative Fee: An Electronic Processing/Administrative Fee of $800.00 will be paid by any awarded contractor whether having obtained plans and specifications from the Engineer or online, and/or having submitted its bid by mail, courier, or electronically. Payment must be received by the City of Patterson in the form of a Cashier’s Check made payable to: LaMATS, Electronic Administrator, with the executed construction agreement.

Mailed and Hand Delivered Bids: Proposals mailed, or hand delivered must be submitted in a sealed envelope bearing the Bidder's name, address and State Contractor’s license number and must be addressed as follows:

Failure to have the license number on the envelope will be cause for not opening the proposal. Work on which written bids are invited consists of furnishing and installing advanced technology drive-by read water meters and a dual read data collection system (capable of centrally collecting data from both water meters and gas meters in a drive-by fashion). Proposers are expected to provide the labor necessary for standard installation of both meters and the data collection system and to provide adequate instruction to the City’s Utility Department to operate and maintain same. Proposals must be submitted on the Louisiana Uniform Public Work Bid Form furnished with the contract documents. Proposal sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit to the Owner or Engineer evidence that they hold license for MUNICIPAL AND PUBLIC WORKS CONSTRUCTION that is in full force and effect. 

Bid Security: Each Bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U. S. Department of Treasury Circular 570. Electronic bidders shall ensure that their certified check, cashier’s check or bid bond is received by the City prior to bid opening in a sealed envelope at the city’s address provided below, properly marked and identified, including License Number, as: PROPOSAL GUARANTY Water Meter Replacement, City of Patterson.
A prebid conference will not be held. Should you have any questions about this project please email Mr. Reginald Weary at RWeary@CityOfPattersonLA.gov by 5:00 p.m. on Thursday, January 20, 2022 and it will be answered by addendum. If someone other than a corporate officer signs for the Bidder/Contractor, a copy of a corporate resolution or other signature authorization shall be required for submission of bid. 
Failure to include a copy of the appropriate signature authorization, if required, may result in the rejection of the bid unless bidder has complied with LA R.S. 38:2212(B)(5). A Bid will be considered responsive if it conforms in all respects with the conditions and requirements of the Bidding Documents. In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a) be fully completed, signed and be responsive in all respects to the Bidding Documents; (b) be made on the Bid Forms provided and submitted intact. Successful bidder must register with the St. Mary Parish Sales and Use Tax Department for use tax purposes. To the extent permitted by applicable state and federal laws and regulations, the OWNER reserves the right to reject any and/or all proposals for just cause. The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Louisiana Revised Statute 38:2214 (B).
