DESIRED SOFTWARE (SUMMARY ONLY)
The City of Walker is soliciting proposals from qualified, professional software companies with expertise in utilities to offer and to install a software solution for utilities, to include recordation and billing. To become familiar with the City’s current system, needs and requirements, an inperson meeting may be scheduled by contacting: Dee-dee Ockman, Purchasing Agent, deedee.ockman@walker-la.gov.SCOPE OF SERVICES/QUALIFICATIONS: The proposal should include, but is not limited to, Utility & Utility Billing Software that offers a solution to:Recordation of utility usageA billing solutionCompatibility with utility reading capabilities utilized by the CityHardware requirements, systems upgrades required and installation turnaround times Services after the Sale
Software Requirements: • Must have ability to integrate with Badger AMI system • Must have ability to integrate with Master Meter AMR system • Must have ability to integrate with Zebra TC520K handheld reading device • SQL based software • Developed in .NET environment • IVR inbound and outbound built into product • Critical services, development and installation performed in-house without subcontractors
ELECTRONIC BIDS AND INTERACTIVE RULES:
Proposers will provide binding price offers as required on the Proposal Form to be submitted.Proposers may upload any information or literature regarding its software or services in addition to the required submissions.The City reserves the right to seek "best and final" pricing after providing notice, conditions and scheduling of same.The RFP documents attached will control if there is a conflict between the documents and the electronic summary.
ELECTRONIC PROCESSING AND ADMINISTRATIVE FEE
Any vendor who submits their proposal which results in an award is responsible for payment of a 2% administrative fee ($20 per $1000 of sale) for any sale made under this solicitation. The electronic fee, if applicable, is payable to LaMATS e-Auction & Bid Services (EASiBUY) Administrator, 700 North Tenth Street, Baton Rouge, LA 70802. Proposers must take into consideration the administrative fee when submitting their pricing.
ADDENDA AND INTERPRETATIONS
No interpretation of the meaning of the specifications or contract documents will be made orally to any Proposer. Every request for such interpretation should be in writing and emailed to be answered by contacting the City of Walker Purchasing Agentdeedee.ockman@walker-la.gov. To be given consideration, such requests must be received sufficiently prior to the date fixed for the opening of Bids to permit distribution of response to all Bidders.All technical questions regarding registration, submittal of bids and use of the electronic bid platform shall be directed to Paul Holmes, Electronic Administrator,paul@lamats.net.
