LEGAL NOTICE TO BIDDERS

Town of Grand Coteau, Louisiana wants to purchase One (1) New Mid-Size Tractor with minimum 59 HP, and One (1) Bush-Hog Rotary Mower. Equipment shall be new for which the published specifications are available.
All documents including brochures, warranties, and specification documents must be submitted electronically only by uploading to the EASiBuy platform no later than Thursday, February 20, 2020 on or before 3:00 P.M.
Bids will be accepted in a sealed electronic bid process via a reverse auction through EASiBuy, LLC on Wednesday, February 26, 2020, at 10:30 a.m. and ending 11:30 a.m. or until bidding ceases. Equipment modifications to meet the operational requirements of this specification shall be limited to manufactures published standard and optional equipment.

Electronic bids must be submitted through LaMATS e-Auction Service (EASiBUY) Only. In order to submit bids electronically, vendors are required to register at www.lamats.net/bidding and/or https://lamats.eauctionservices.com/login. Additional specifications and requirements can be accessed after registration.

Bids will be accepted electronically via a Reverse Auction. After the bid closing, results will be publicly opened by the City and read on Wednesday, February 26, 2020 at 10:30 A.M. or until bidding ceases.

NOTICE TO BIDDERS Info:

Registration and submission of bids electronically is at no cost. Only an awarded bidder is required to pay an electronic processing/administrative fee upon award. An awarded vendor who sells product under the contract to the Town of Grand Coteau or to a joint purchaser shall be responsible for paying a 3% electronic processing/administrative fee on all net contract receipts ($30 per $1000 of product sold).

ADDENDA AND INTERPRETATIONS:
No interpretation of the meaning of the specifications will be made orally to any Bidder. Every request should be in writing and emailed to Angie Dugas, Town Clerk, grandcoteau@gmail.com. To be given consideration, such requests must be received sufficiently prior to the date fixed for the opening of bids to permit distribution of response to all Bidders. Bidders shall not contact any other Grand Coteau personnel directly regarding the solicitation.
DOCUMENT RESPONSES:
Response documents are required to be uploaded to the EASiBUY platform on or before Thursday, February 20, 2020 before 3:00 P.M. Any Supplier not uploading the required documents on or before the due date and time may be disqualified from submitting prices.
JOINT USE CONTRACT:
The contract may be offered as a joint-use (or “piggy-back”) contract under Louisiana Revised Statutes Title 33, Local Services Law. If the selected vendor agrees, the Town of Grand Coteau may allow additional equipment to be purchased at the same price bid. Purchase of additional quantities are not guaranteed. Additional joint purchases by other municipalities is voluntary and dependent on the quality and price of the vehicles bid. Joint use of the expected contract, if any, will be administered through LaMATS Purchasing Services (“LPS”) on behalf of the Town of Grand Coteau.
